Hva endrer lærerens praksis? En studie av norske læreres oppfatninger av hva som endrer deres praksis

Temaet i denne avhandlingen er endring i skolen, avgrenset til endring av lærerens
undervisningspraksis sett fra lærernes perspektiv. I forskningslitteraturen eksisterer det
forholdsvis lite kunnskap om hvordan lærere i den norske skolen betrakter endringer i egen
praksis i lys av de mange kravene om endring som de står overfor i dagens skole. Hensikten
med denne avhandlingen er å bidra med utfyllende kunnskap om hvordan lærere oppfatter hva
som bidrar til endring og utvikling i egen praksis. Avhandlingen tar utgangspunkt i følgende
overordnede problemstilling:
Hvordan oppfatter lærerne endringer i egen praksis på bakgrunn av de mange skolepolitiske
visjonene og virkemidlene som er initiert for å fremme utvikling og forbedring i skolen?
Det empiriske grunnlaget i forskningsprosjektet består i en kombinasjon av en kvalitativ
studie med biografiske semistrukturerte intervjuer av åtte lærere i den norske
grunnopplæringen utført i 2010, og en kvantitativ survey med et nasjonalt representativt
utvalg av 911 lærere i den offentlige norske grunnskolen utført i 2012.
De fire artiklene som inngår i avhandlingen fungerer som selvstendige empiriske
studier som belyser den overordnede problemstillingen fra ulike perspektiver. Artikkel 1
(kvalitativ) belyser læreres oppfatninger av sentrale aspekter for endring og utvikling av egen
undervisningspraksis. Videre undersøkes hvorvidt, og eventuelt på hvilke måter, innføringen
av nyliberale mekanismer i det norske utdanningssystemet har endret lærernes praksis slik de
selv oppfatter det. Nyinstitusjonell teori med Scotts (1995, 2008a) institusjonelle rammeverk
inngår som en analytisk ramme i fortolkningene av lærernes beskrivelser. I artikkel 2
(kvantitativ) undersøkes læreres oppfatninger om antatt sentrale faktorer for endring på lærerog
skolenivå, og deres relative forklaringskraft på læreres selvrapporterte
utviklingsorientering. I artikkel 3 (kvantitativ) studeres relasjonene mellom lærernes
oppfatninger av faktorer på skolenivå, som skolens ledelse, lærersamarbeid og skolens arbeid
med lokale læreplaner, og i hvilken grad disse faktorene direkte eller indirekte predikerer
læreres utviklingsorientering og graden av endringer i læreres undervisningspraksis som en
følge av Kunnskapsløftet. Det økologiske perspektivet på agency (Biesta & Tedder, 2007)
inngår som teoretisk rammeverk i artikkel 2 og 3. Artikkel 4 (kvantitativ) analyserer endringer
i norske læreres pedagogiske oppfatninger i perioden 2001-2012, med nyinstitusjonell teori
som rammeverk.
Funnene i den kvalitative studien indikerer at det er to elementer som i særlig grad har
fått innpass i lærernes undervisningspraksis, slik lærerne selv oppfatter det: 1) innføringen av
kompetansemål i Kunnskapsløftet (LK06) og 2) en ny vurderingsforskrift i 2009.
Kompetansemålenes betydning framtrer også i de kvantitative analysene. Resultatene tyder på
at disse har påvirket læreres praksis fordi de i stor grad samsvarer med lærernes normative
verdier og oppfatninger, og lærernes kulturelt-kognitive rammeverk for undervisning og
læring (kollektive praksisrutiner). I lys av utdanningspolitiske tilstramminger av kravene til
elevenes læring, blant annet med mål- og resultatbaserte læreplaner og nye
vurderingsprosedyrer, kan resultatene indikere at lærerprofesjonens normative oppfatninger
av hva som er god praksis i seg selv er i endring. Funn i de kvantitative analysene støtter dette
ved å indikere at lærernes oppfatninger av god praksis går i retning av å være mer tradisjonelt
orientert, og at lærernes styring av elevenes læring har økt tilslutning på bekostning av
elevenes medvirkning i egen læringsprosess.
Et annet funn i studien er at lærernes perspektiver på endringer i praksis i første rekke handler
om individuell orientering hos læreren, og i mindre grad de sosiale og strukturelle
betingelsene i skolen. De mange skolepolitiske visjonene og virkemidlene som er initiert for å
fremme utvikling og forbedring i den norske skolen, for eksempel betydningen av samarbeid
mellom lærere og vekten på skolens ledelse, har ifølge studien hatt lav positiv effekt på
læreres utviklingsorientering. Derimot har oppfatningen av relevans, eller samsvar mellom
endringstiltak initiert på skolenivå og lærernes egne perspektiver på undervisning en viss
betydning. I tillegg viser studien at skolens arbeid med lokale læreplaner er sentral for graden
av endringer av praksis, slik lærerne oppfatter det. God kvalitet i det lokale læreplanarbeidet,
der lærerne i samspill med andre aktører i skolesystemet diskuterer hvordan en kan forstå
ulike momenter i læreplanene, står i et positivt forhold til graden av endringer i
undervisningen sett fra lærernes perspektiv.
Samlet understreker studien behovet for at skolens aktører og lokale og sentrale
skolemyndigheter går i dialog med hverandre for å avklare hvordan sosiale, strukturelle og
materielle betingelser i større grad kan rette fokuset mot læreres eksisterende praksiser, og
hvordan betingelser i skolen bedre kan bidra til å understøtte lærere i prosessene med å endre
og forbedre pedagogiske praksiser. Funnene i studien støtter også viktigheten av et godt
samspill mellom strategier for endring top-down og bottom-up, der reformer og øvrig
endringstiltak formes i tett samspill med lærerne. Abstract:
The theme in this thesis is educational change, more specifically change in teachers’ practices
as perceived by teachers themselves. In the research literature, the amount of knowledge on
how Norwegian teachers consider changes in their own practices is rather scarce. The purpose
of this study is to contribute with complementary knowledge about how teachers perceive
different aspects of change and development in their own practices. The overall research
question addressed in this study is:
How do teachers perceive changes in their own practices in the light of the recent educational
reforms and policies that are initiated to promote development and improvement in schools?
The empirical research in the project includes a combination of a qualitative study with
biographical semi-structured interviews of eight Norwegian teachers in primary, lower
secondary and upper secondary schools in 2010, and a quantitative survey with a nationally
representative sample of 911 teachers in primary and lower secondary schools in 2012.
The four articles included in the thesis are independent empirical studies that
illuminate the overall research question from different perspectives. Article 1 (qualitative)
explores teachers’ perceptions of what they consider to be the key aspects of change and
development in their own practice. Furthermore, the article examines whether, and eventually
in what ways, the introduction of neoliberal mechanisms in the Norwegian education system
has changed teachers’ practices as they perceive it themselves. Neo-institutional theory, in
particular Scott’s (1995, 2008a) institutional framework is included as an analytical
framework in the interpretations of the teachers’ perceptions. Article 2 (quantitative)
investigates teachers’ perceptions of presumably important factors for change on the teacherand
school-level, and the relative effect of the factors on teachers’ change orientations. Article
3 (quantitative) examines teachers’ perceptions of the degree to which the latest national
curriculum reform in Norway, the Knowledge Promotion 2006 (KP06), has brought about
changes in their teaching. The study also proposes a model of how teachers’ perceptions of
school-based conditions (i.e., school leadership, teacher collaboration, and development of
school-based curricula) are related to teachers’ general orientations towards change and
teachers’ perceptions of change as a result of the reform. The ecological perspective on
agency (Biesta & Tedder, 2007) is included as a theoretical framework in article 2 and 3.
Article 4 (quantitative) analyses possible changes in Norwegian teachers’ pedagogical beliefs
in the period 2001-2012, within a neo-institutional theory framework.
The findings of the qualitative study suggest that vital, regulative elements (in
particular competency aims and systematical assessment) in recent neo-liberal policies have
managed to penetrate teachers’ classroom practices, as the teachers perceive it themselves.
The importance of the competency aims in teachers’ practices is also emphasised in the
quantitative analyses. The study argues that these regulative elements have managed to
penetrate teachers practice’ on the basis that they largely correspond with teachers’ normative
values and beliefs, and teachers’ cultural-cognitive framework for teaching and learning. In
light of the recent development in education with higher demands towards students’ learning,
including competency aims, result-based curricula as well as new assessment procedures, it is
questioned whether teachers’ normative values concerning what constitutes a good teaching
practice are changing. Findings in the quantitative analyses support this notion by indicating
that teachers’ progressive ideals are on decline, that cross-disciplinary education has less
support, and that a teacher-directed instruction is more preferable.
Another finding of the study is that dynamics of change appear to be primarily rooted in the
individual orientations of teachers, and less in the social and structural conditions of schools.
Hence, the study suggest that recent educational reforms and policies launched to promote
development and improvement in the Norwegian school, e.g., the importance of teachercooperation
and the school leadership, have little direct effect on teachers’ orientations
towards change. However, when considering the dynamics of change, the school-level factors
included in the study represent supportive conditions that may enhance the success of
individual efforts to change and improve classroom practice. The relevance of change
initiatives, i.e., teachers’ perceptions of how well aligned initiatives of change are with their
own goals for learning and their goals for the pupils, is for instance particularly underlined in
the study. In addition, the study shows that the work with school-based curricula is central to
the degree of changes in teachers’ practices in light of KP06. Thus, there is reason to believe
that the quality of the work with local curricula, e.g., whereby teachers in collaboration with
other actors within the school system discuss how to interpret the various elements in the
curriculum, is positively related to the degree of perceived reform changes in teachers’
teaching.
In the conclusive remarks, it is argued that schools and local and central school
authorities need to discuss and clarify how the social, structural and material conditions in
schools may better support teachers in the processes of change and improvement of
educational practices. Educational change efforts should to a larger extent be based on the
contexualised needs of teachers and schools, and this call for a dialogue between authorities,
schools and teachers whereby reforms and other change initiatives must be shaped in close
interaction with the teachers.
