Identification of implementation barriers and risks at the early stage of PPP projects
Abstract
The main purpose of this thesis was to identify influential success and failure factors of PPP projects and to specify the potential strategies to resolve those key issues identified as important to the continued improvement of the PPP market. Different case studies of PPP project in Poland and Norway were compared and evaluated to provide the answer to the research questions. Recognition of similarities and differences in Poland and Norway approaches was conducted, especially with an emphasis on the cost-efficiency and effectiveness attitude to PPPs. Additionally case studies of unsuccessful projects were performed to investigate the failure factors in order to mitigate and reduce this risk in the future projects. This paper presents status of PPP delivery method in Poland and Norway with a special focus on project finance, relationship between involved parties, legal background and future demand.
