Evaluering av BREEAM Infrastructure - Hvordan forbedre sertifiseringsprosessen?

Abstract

Bacheloroppgaven er skrevet i samarbeid med Anlegg Øst Entreprenør og bygger på informasjon delt fra Anlegg Øst Entreprenør og Statens Vegvesen. Statens Vegvesen har siden 2020 satt krav om BREEAM Infrastructure som bærekraftsertifisering for alle prosjekter med en kontraktsverdi over 200 millioner kroner. Dette medfører blant annet at sertifiseringen har blitt et konkurransefortrinn for entreprenørene, og Anlegg Øst ønsker økt kompetanse på område. På grunn av at BREEAM Infrastructure er relativt nylig innført i norsk anleggssektor, eksisterer det uklarheter om hva som kreves for å få de beste resultatene ved bruk av revisjonsmetoden. Dette har ledet til følgende spørsmål i problemstillingen: Hvordan kan Anlegg Øst Entreprenør og Statens Vegvesen videreutvikle dagens praksis innen BREEAM Infrastructure for å forbedre sertifiseringsprosessen ved fremtidige prosjekter? Basert på dette er det ønskelig å kartlegge hvordan aktører jobber med sertifiseringsprosessen i anleggsbransjen, hvilke motivasjoner som ligger til grunn for å ta i bruk BREEAM Infrastructure, og se på hvordan bransjen kan forbedre sitt arbeid med revisjonen i prosjekter. For å undersøke hvordan BREEAM Infrastructure anvendes i dag, er det blitt fokusert på bestemte analysepunkter hos tiltakshaver og entreprenør. I tillegg skal en caseundersøkelse gi dybdeforståelse knyttet til arbeid med sertifiseringen. Resultatene er hovedsakelig basert på intervjuer hos Anlegg Øst Entreprenør og Statens Vegvesen, i tillegg til relevante rapporter og litteratur. Det har også blitt innhentet informasjon gjennom korrespondanse med fagfolk fra andre aktører som innehar verdifulle og relevante erfaringer. Oppgaven viser at bransjen er på god vei til å ta i bruk BREEAM Infrastructure som et miljøsertifiseringsverktøy, men at det fremdeles er store forbedringspotensial for å optimalisere prosessene ytterligere for fremtidige prosjekter. Et større fokus på å knytte revisjonen opp mot aktørens bærekraftsarbeid, sertifisering av alle prosjektfaser, og bedre samspillsprosesser mellom tiltakshaver og entreprenør, er tiltak som kan bidra til å forbedre arbeidet med revisjonen.

This bachelor’s thesis is written in collaboration with Anlegg Øst Entreprenør and is based on shared information from Anlegg Øst Entreprenør and Statens Vegvesen. Since 2020, Statens Vegvesen has set requirements for sustainability certification, such as BREEAM Infrastructure, for all projects with a contract value above 200 million kroner. This means that the certification has become a competitive advantage for the contractors, and Anlegg Øst seeks increased expertise in this area. Due to BREEAM Infrastructure being newly introduced in the Norwegian construction sector, there are uncertainties about what is required to achieve the best results using this method. This has led to the following research question: How can Anlegg Øst Entreprenør and Statens Vegvesen further develop current practice within BREEAM Infrastructure to improve the certification process for future projects? Based on this, it is desirable to map how the companies work with the certification process, the motivations behind adopting BREEAM Infrastructure, and how the industry can improve its work with this audit method. To examine how BREEAM Infrastructure is used today, focus has been placed on specific analysis points with the project owner and contractor. In addition, a case study must provide an in-depth understanding related to working with BREEAM Infrastructure. The results are mainly based on interviews conducted with Anlegg Øst and Statens Vegvesen, as well as relevant reports. Information has also been obtained through correspondence with professionals from other companies who possess valuable and relevant experiences. The thesis shows that the industry is well on its way to adopting BREEAM Infrastructure as an environmental certification tool, but there is still significant potential for improvement to further optimize the processes in future projects. Greater focus on integrating BREEAM with the companies’ sustainability efforts, certification of all project phases, and better interaction processes between the owner of the initiative and the contractor, are measures that can contribute to improving the work with BREEAM Infrastructure.
