BIM i byggesak – Hvordan øke næringslivets bruk av BIM i byggesøknader?

Abstract

Bacheloroppgaven er skrevet for Trondheim kommune. Den 15. Mars 2023 gjorde Trondheim kommune det kun mulig å søke om tillatelse til tiltak med ansvarsrett gjennom digitale søknadsportaler. Selv om søknadsprosessen er heldigital, er det enda svært få som legger ved BIM i sine byggesøknader. Oppgaven er områdeavgrenset til Trondheim kommune, og benytter dybdeintervju og spørreundersøkelse som metode. Oppgaven bygger videre på arbeid som ble utført i en liknende bacheloroppgave utført for Trondheim kommune i 2022 med tittelen: «BIM i byggesak – Hvordan kan BIM forbedre dagens byggesaksprosess?» Den tidligere oppgaven ble skrevet av Anette Markussen, Pernille Østerlie og Sofie Berget. I tillegg vurderes resultater fra dybdeintervju og spørreundersøkelse, i tillegg til studier gjennomført på temaet. Det viser seg at bygg- og anleggsbransjen benytter BIM i de aller fleste prosjekter i dag. Næringslivet påpeker stort sett at det ikke foreligger noen fordeler ved å lage en BIM for byggesak, og det blir derfor ansett som fordyrende for både tiltakshaver og oppdragsgiver. Pilotprosjekter med prioritert saksbehandling som et insentiv blir presentert som en måte å kartlegge fordeler ved BIM i byggesak. Om det skal innføres krav til BIM i byggesak, bør slike pilotprosjekter gjennomføres og bevise eventuelle fordeler. Kommunen har en stor nytteverdi av byggesaksBIM for å kunne gjennomføre blant annet sol- og skyggeanalyser, eller å få se et tiltak i sammenheng. Et stort problem for både Trondheim kommune og næringslivet er mangelen på kommunikasjon, hvor fordelene ved BIM i byggesak hos både saksbehandler og ansvarlig søker ikke kommer tydelig frem. Større grad av samarbeid og kommunikasjon vil være et tiltak for å få en økt felles forståelse for behovet og potensialet.

The bachelor thesis is written for the Municipality of Trondheim. On March 15, 2023, the Municipality of Trondheim made it possible to apply for permits for measures with responsibility through digital application portals only. Even though the application process is fully digital, very few still attach BIM to their building applications. This leads to the question: How to increase the industry’s use of BIM in building applications? The thesis is geographically limited to the Municipality of Trondheim and builds upon work conducted in a similar bachelor thesis carried out for Trondheim Municipality in 2022 titled: "BIM in building applications - How can BIM improve todays building case process?" The previous thesis was written by Anette Markussen, Pernille Østerlie, and Sofie Berget. In this thesis, both in-depth interviews and surveys are used as methods. Furthermore, findings from both in-depth interviews and the survey are evaluated, in addition to studies previously conducted on the topic. It turns out that the construction industry uses BIM in almost every project as per today. The industry generally points out that there are no advantages to creating a BIM for building permits and it is therefore considered costly for both the applicant and the client. Pilot projects with prioritized processing as an incentive are presented to assess the benefits of BIM in building permits. If a requirement for BIM in building permits are to be introduced, such pilot projects should be carried out to demonstrate any potential benefits. The municipality derives significant utility from building permit BIM to conduct, among other things, solar and shadow analyses, or to visualize a project in context. A major issue for both the Municipality of Trondheim and the construction industry is the lack of communication, where the benefits of BIM in building permits are not clearly articulated by both the case handler and the responsible applicant. Increased collaboration and communication would be a measure to achieve an increased common understanding of the need and potential.
