Bruk av Target Value Delivery i store offentlige investeringsprosjekter - Identifiserte suksessfaktorer og fallgruver
Abstract
Kostnadsoverskridelser i store offentlige prosjekter har vært et kjent problem i Norge i mange år, selv etter innføringen av Statens prosjektmodell i år 2000. Situasjonen har dessverre ikke forbedret seg og man opplever stadig store økninger i både kostnads- og prosjektomfang. Trenden knytter seg i stor grad til tidligfasen og forprosjektet, gjerne mellom KS1 og KS2, altså før første spadetak er tatt.
Samtidig som disse problemene eksisterer, har det oppstått nye metodikker og styringsprinsipper i byggebransjen med fokus på kostnads- og verdioptimalisering. En av disse metodikkene er Target Value Delivery (TVD), en metode hentet fra Lean Production med fokus på å maksimere verdiskaping innenfor gitt kostnadsramme. I norsk offentlig sektor har et fåtall prosjekter benyttet seg av TVD eller andre nært beslektede optimaliseringsstrategier i tidligfasen. To slike prosjekter er Politiets Nasjonale Beredskapssenter (PNB) og Ny Lufthavn Bodø (NLBO).
Denne masteroppgavens formål er å identifisere læringspunkter fra gjennomføring av TVD-prosjekter i offentlig sektor, gjennom funn fra disse to prosjektene. Identifisering av suksessfaktorer og fallgruver i prosjektene vil kunne gi god overføringsverdi til andre offentlige prosjekter som benytter seg av TVD i tidligfase. For å besvare oppgavens formål er det utarbeidet fire forskningsspørsmål som utforskes gjennom oppgaven.
Masteroppgaven er basert på en kvalitativ tilnærming bestående av en casestudie av de to nevnte prosjektene. Datagrunnlaget fra casestudiene er dannet gjennom innsyn i viktige dokumenter og kvalitative dybdeintervjuer med sentrale prosjektdeltagere. Kombinert med teorigrunnlaget fra fordypningsprosjektets litteraturstudie høsten 2022, danner dette fundamentet for de videre analysene og avsluttende konklusjonene. Suksessfaktorer:- Jevnlig måling, estimering og kvalitetssikring- Klare mål. Nedfelling og forankring av disse i organisasjonen- Organisering - «Single purpose»-organisasjon - Sterk eierstyring - Sterk brukerorganisering og -involvering - Korte beslutningslinjer - Kontinuitet i organisasjonen- Samspill, samarbeid, kommunikasjon og tidlig involvering av nøkkelinteressenter- Iterativt optimaliseringsarbeid: Behov, løsning og estimering. Fallgruver:- Manglende kompetanse i organisasjonen- Uavklarte elementer: rammebetingelser, poltiske faktorer og eksterne faktorer- Svak/dårlig organisering- Manglende funksjonelt spillerom. Må opprettholdes gjennom prosjektet.- Manglende felles insentiver og verdisyn Cost overruns in large public construction projects has been a well-known problem in Norway for many years, even after the introduction of The Quality Assurance Scheme (Statens prosjektmodell) in the year 2000. Unfortunately, the situation hasn’t changed, and there are still significant increases in both cost and project scope throughout the projects. This trend is largely linked to the front-end and pre-project stage, i.e., when the project is still on the drawing board.
At the same time, while these problems persist, new methodologies and management principles focusing on cost and value optimization have emerged in the construction industry. One of these methodologies is Target Value Delivery (TVD), a method derived from Lean Production that aims to maximize value creation within a given cost. In the Norwegian public sector, only a few projects have applied TVD or other closely related optimization strategies in the front-end. Two such projects are Politiets Nasjonale Beredskapssenter (PNB) and Ny Lufthavn Bodø (NLBO).
The purpose of this master's thesis is to identify key takeaways from TVD projects in the public sector, through findings in the two projects, PNB and NLBO. The identification of success factors and potential pitfalls should provide valuable insight and transferability to other public projects that employ TVD in the pre-phase. To address the purpose of the thesis, four research questions were formulated, which were extensively researched throughout the work on this thesis.
This master's thesis is based on a qualitative approach consisting of a case study of the two aforementioned projects. The data foundation from the case studies has been formed through insight into important documents and through qualitative in-depth interviews with key project participants. Combined with the theoretical foundation from the literature study conducted in the fall of 2022, this forms the basis for further analysis and the final conclusions.Below is a summary of the conclusion with the key takeaways and learning points.
Success factors:- Continuous measurement, cost estimation, and quality assurance- Clear goals. Anchoring them within the organization- Organization - "Single purpose" organization - Strong project governance - Strong user organization and user involvement - Short decision-making lines - Continuity in the organization- Collaboration, cooperation, communication, and early involvement of stakeholders- Iterative optimization work: Needs, solutions, and estimation. Use of cut/plus list.
Pitfalls:- Lack of competence in the organization- Unclear framework, unclear political factors, and unclear external factors- Weak/misplaced organization- Lack of leeway regarding functions. Must be maintained throughout the project.- Lack of shared incentives and shared goals/desires/values.
