Abstract
Forsvarets oppgave er å forsvare Norge og dets allierte, overvåke og drive etterretning, holde Norges grenser trygge og sikre handlefrihet, samarbeide internasjonalt og støtte det sivile Norge (Forsvaret, 2020). Uten eiendommer, bygg og anlegg (EBA) hadde disse oppgavene vært umulige å gjennomføre. EBA omtales av Forsvarsbygg (FB) som «et premiss og innsatsfaktor for forsvarsevnen» (Forsvarsbygg, 2018).
I 2020 ble det planlagt å gjennomføre investeringer for 3,8 milliarder kroner, hvilket utgjør 6,6 % av forsvarsbudsjettet (Johnson & Berg, 2020). At ny EBA dekker brukerens behov, er kostnadseffektiv og på plass i tide, er en viktig forutsetning. Dette forutsetter at investeringsprosessen er effektiv og smidig, roller er tydelige og avklarte, ikke minst at bestillingen er riktig.
Temaet i denne oppgaven er brukers bestilling i idéfase av Forsvarets EBA-investeringsprosjekter. Hvor gode er Forsvaret i dag, hva er en god bestilling og hvordan kan bestillingen forbedres. Bruker vil si Forsvaret, bestilling er Forsvarets behovsfremstilling ved nye EBA-behov.Denne bestillingen utgjør et viktig grunnlag for FB sin vurdering av ulike løsninger på behovet, samt for deres beregning av kostnad. Forsvarsstaben (FST) skal kunne prioritere det foreslåtte tiltaket mot øvrige innkomne ideer og vurdere hvilke prosjektideer som skal fremsendes Investeringskomiteen for endelig beslutning. Et for dårlig grunnlag kan medføre feil, eller dårligere tilpasset løsning til brukers behov, forsinkelser og økte kostnader underveis i prosessen. Et godt grunnlag vil kunne tilrettelegge for en funksjonell løsning tilpasset bruker, bedre fremdrift i prosjektet når viktige avklaringer er tidlig på plass, og en mer korrekt prissetting i første omgang. Forsvarets bestillerkompetanse er av Forsvarsdepartementet (FD) definert som «Kunnskap om egen virksomhet og hvilke behov man har innen eiendom, bygg og anlegg, samt evne til å formidle dette til FB». Forsvarssektoren benytter Prinsix-malverk for investeringer i materiell og EBA. Denne er basert på Statens prosjektmodell for store investeringer. Forsvarets bestilling er her materialisert i et ti-siders dokument, som utgjør mal for en «Prosjektidé» (PI). Forsvaret skal fylle ut denne etter beste evne, FST skal vurdere behovet, og FB skal kvalitetssikre og kostnadsberegne hva tiltaket vil koste å gjennomføre.
Det er avdekket tre hovedutfordringer med brukers bestilling i idéfase:
1. Det forutsettes at arbeidet med bestillingen ikke skal kreve mye stabsarbeid, da det kun er en liten prosentandel av foreslåtte tiltak som blir realisert. Samtidig låses i praksis prosjektets handlingsrom allerede i idéfase ettersom prosjektets ramme fastsettes her, noe som medfører at det stilles svært høye krav til bestillingens innhold og omfang. 2. Brukers forståelse for prosjektprosessen og malen er varierende.3. Manglende dialog mellom de to partene som skal fylle ut malen, dermed også mellom den som beskriver behovet, og den som skal tolke behovet og komme med løsning.
Problemstillingen gikk ut på hvordan brukers bestilling kan forbedres. Svaret på dette er tredelt.
1. Konkrete forbedringspunkter for bruker å ta med seg i bestillingen: Beskriv sluttbrukers funksjon og rolle på en lettfattet måte.Beskriv sluttbrukers konkrete, nøkterne, funksjonelle EBA-behov for å kunne utføre sitt virke.Beskriv hvilke dimensjoner som ligger til grunn, eksempelvis antall ansatte, antall kjøretøy og så videre.Få med elementer som vil være avgjørende for handlingsrom.Bruk gjeldende strukturutviklingsplan/langtidsplan eller andre førende, retningsgivende dokumenter og begrunn tiltaket i disse. Beskriv effektmålene, de skal angi de virkningene man søker å oppnå for bruker, og skal støtte Forsvarets strategiske mål/ samfunnsmål. Beskriv hvilke operative funksjoner behovet skal dekke og hvilke operative konsekvenser det vil medføre om tiltaket ikke blir gjennomført.Behold dokumentet kort og konsist, med relevant informasjon. Unngå «fyllord».Vær åpen for at det finnes flere løsninger på et behov, ikke lås tankegang til en bestemt, ønsket løsning. Stol på at ved å beskrive behovet på en best mulig måte, inkludert bakgrunn og funksjonelle krav, så vil FB komme opp med det beste alternativet til løsning, både for bruker og for forsvarssektorens totaløkonomi.Forankre bestillingen både hos sluttbruker og hos sjef før fremsendelse til FST.
2. Øke brukers kompetanse og forståelse for prosjektmodellen og dens oppbygging, herunder hvilke elementer som hører til hvilket steg, og hvorfor. Forutsetter mer opplæring, samhandling, erfaringsutveksling og dialog på tvers av etater, nivåer og forsvarsgrener.
3. Det foreslås en utvidelse av idéfasen. Forsvaret og FB skal fylle ut hver sine punkter i PI. En felles forståelse krever dialog mellom partene underveis i prosessen. FB med sin erfaring fra betydelig flere prosjekter enn bruker, kan stille de rette spørsmålene for å avklare viktige forutsetninger tidlig. Dialogen medfører også en forsikring for bruker i at FB har forstått deres behov, som vil øke sannsynligheten for den rette løsningen. For å unngå at det sløses ressurser på tiltak som ikke blir godkjent, foreslås det å gjøre idéfase todelt, hvor Forsvaret først presenterer sitt behov i et enklere format enn dagens PI. Dersom FST vurderer tiltaket til å være realistisk, så sendes prosjektidéen tilbake til bruker for videre utfyllelse, samtidig som det går et oppdrag til FB om å bistå bruker. Etatene samarbeider deretter om å utvikle en god, komplett PI. FB utarbeider en mulighetsstudie, og lager en kostnadskalkyle basert på det grundige innledende arbeidet som nå er utført. PI fremsendes deretter FST for tverrprioritering og vurdering, og eventuelt anbefaling til Investeringskomiteen. The mission of the Norwegian Armed Forces (NAF) is to defend Norway and its allies, to monitor and perform intelligence, keep the borders safe and secure freedom of action, to cooperate internationally and support the civil Norway.Without constructions and real estate (EBA), this would have been impossible. EBA is by Forsvarsbygg (FB) reviewed as a premise for the ability to defend Norway.
In 2020, plans were made to implement investments for 3,8 billion NOK, which constitute 6,6 % of the total defense budget. The fact that new EBA is covering the user’s needs, is cost-effective and in place at the right time, is an important prerequisite. To attain this, the investment process needs to be efficient, supple and each role clarified, and finally the order must be correct.
The theme for this thesis is the users order in the idea phase. How good are the NAF today, what makes a good order and how this can be improved. User means the NAF. Order means the demand manufacturing made by the NAF when in need of new EBA.The order makes up an important foundation for FB consideration of the potential solutions, and the cost accounting. Forsvarsstaben (FST) is supposed to prioritize the suggested idea against other incoming ideas and decide which one of them that will be sent the Investment-committee (IK) for the final decision. A bad basis for decisions can lead to mistakes, poorly adapted solutions to the user’s needs, delays and increased costs. A good basis can facilitate a functional solution adapted to the user, more efficient progress and a more correct pricing earlier in the project. Ordering expertise is by Forsvarsdepartementet (FD) defined as “The knowledge about one’s operations and activity, which needs one has within construction and real estate and the ability to communicate this to FB”. The defense sector uses the Prinsix-template, for investments in material and EBA. This is based on the governments project-model for large investments. The NAFs order is materialized in a ten-page document, called a “Project idea” (PI). The NAF is supposed to fill out this form, FST will evaluate the need, and FB will quality assure the document, and calculate the cost.
There are revealed three main challenges in users order in the idea phase:1. There is an assumption that the work with the order does not demand a lot of staff work, when there are just a few of the suggested initiatives that comes to fruition. At the same time, the room for maneuvering within the project is basically locked in the idea phase, as the economic framework is stipulated there. This in turn, means the quality of the order must be exceptional to fully grasp the entire scope of the project.2. The users understanding of the project-process and the template varies.3. Lack of dialogue between the two actors who is supposed to fill out the templated form, thus between the one to describe their need, and the one that is supposed to interpret it, to come up with a solution The issue in this thesis is to look at how the users order can be improved. The answer is threefold. 1. Points of improvement:Describe the final users function and role in an understandable way.Describe the final users specific, sober, functional need of EBA to be able to perform their work.Describe dimensions, like the number of employees, vehicles and so on. Describe elements that are essential for the latitude of the project.Use the governing documents and state the initiative in these.Describe the impact goal, which is supposed to set the effect that will be attained for the user, which are supposed to support the NAFs strategic goal.Describe the operational functions the need is supposed to cover, and which operational consequences it will cause if the initiative is not carried out.Keep the document short and concise, including only relevant information. Be open-minded for several kinds of solutions to the need.Trust that FB will come up with the best option, based on the described background and functional demands.Make sure to dock the order with both the final user, and the commander before sending it to FST.
2. Increase the user’s competence and understanding of the project model and its structure, including which elements belonging to the different stages, and why. This demands more education, interaction, exchange of experience and dialogue across agencies, levels and military branches.
3. The suggestion is to expand the idea phase. The NAF and FB is supposed to fill in each their points in the PI. A common understanding demands dialogue between the actors during the process. FB normally has considerably more experience from projects than the user and will be able to ask the correct questions to clarify important prerequisites at an early stage. The dialogue also incurs an assurance for the user that FB has understood their need. This will increase the probability for the correct solution.
To avoid a waste of resources in un-approved actions, the suggestion is to make the idea-phase twofold. In step one, the NAF presents their need in an easier form than today’s PI. If the FST considers the initiative as realistic, the PI is sent back to the user for further complementation. Simultaneously, FB is assigned to assist the user. The agencies collaborate on developing a complete PI. FB works out a feasibility study and makes a budget based on the thorough initial work. The complete PI is sent to FST for consideration and cross-priority between all the military branches, and eventually a recommendation for the committee of Investment (IK).
