Kommunikasjon og Informasjonsflyt i Geografisk og Organisatorisk Distribuerte Vegplanleggingsprosjekter

Abstract

Det er i dagens samfunn og bedrifter store endringer i kommunikasjon og informasjonsflyt for å tilrettelegge for geografisk og organisatorisk distribuerte prosjekter. Denne rapporten tar for seg tre vegplanleggingsprosjekter hos Statens vegvesen som blir brukt til casestudie. Rapporten har en litterær gjennomgang av definisjoner på konsepter som informasjon, kommunikasjon og organisasjonsstruktur samt annet som ble vurdert som relevant for rapporten og dens problemstilling. Medlemmene av casestudie ble intervjuet og bedt om å føre en postjournal over all informasjon de mottok eller gav fra seg i en tidsperiode. Hensikten med dette var å kunne gjøre en kvalitativ og kvantitativ analyse av informasjonsflyten i prosjektet uavhengig av den enkeltes geografisk lokasjon eller organisatorisk posisjon. I den kvalitative analysen ble intervjuene analysert, sammenlignet og kommunikasjonskanaler identifisert, mens den kvantitative analysen brukte sosial nettverksanalyse for å finne frem til volumet av informasjonsflyten og hvem den gikk imellom. To viktige punkter dukket opp fra analysene om kommunikasjon og informasjonsflyten. Både at det ble antatt å være for mange og for få møter, og at det var mange unødvendige e-poster. Rapporten fortsetter med å foreslå å implementere en «pull» mekanisme støttet av status metadata knyttet til leveransene (filer) og på KanBan Board for å gjøre informasjon lettere tilgengelig. Det videre foreslåes at Kanban Board kombinert med korte disiplinerte «Stand-up» møter videre kan løse konsekvensene av en geografisk spredt og dynamisk organisasjon. Disse konsekvensen inkluderer fare for liten følelse av tilhørighet til prosjekter og manglende kunnskap om statusen til leveransene i prosjektet. Dette er en av årsakene til stor epost volum hos lederne og ønsker om flere møter hos enkelte.

In today's society and businesses, there are major changes in communication and information flow are being adopted to facilitate geographically and organizationally distributed projects. This report deals with three road planning projects at the Norwegian Public Roads Administration (Statens vegvesen) which have been used as case studies. The report has a literary review of concepts such as information, communication, and organizational structure as well as other things that were considered relevant to the report and its issues. The members of the case study were interviewed and asked to keep a record of all the information they received or disclosed for a period of time. The purpose of this was to be able to do a qualitative and quantitative analysis of the information flow in the project regardless of the individual's geographical location or organizational position. In the qualitative analysis, the interviews were analysed, compared and communication channels identified, while the quantitative analysis used social network analysis to determine the volume and direction of information flow. Two important points emerged from the analyses about communication and the flow of information. Both that there were thought to be too many and too few meetings and that there were many unnecessary emails. The report, therefore, goes on to propose implementing information "pull" enabled by metadata attached directly to deliveries (files) and indirectly on a Kanban Board. The report further suggests that maintaining the Kanban Board is combined with short disciplined daily "Stand-up" meetings to mitigate some of the consequences of a geographically dispersed and dynamic organization. These consequences include the danger of too little sense of belonging to projects and lack of knowledge of the status of deliveries in the project. These meetings would also reduce the large ePost volume of the managers.
