Hvordan kan kommuner ta i bruk outsourcing av IT for å nå sin IT-visjon

Abstract

Denne oppgaven har som hensikt å drøfte hvilke sourcing-strategier kommuner tar i bruk og til hvilken grad de benyttes. Videre ser oppgaven på hvordan de har tatt i bruk disse strategiene for å nå sine mål og visjoner. Vi tok nærmere kontakt med to kommuner for å innhente informasjon om hvordan sourcing ble benyttet i offentlig sektor. Metodisk valgte vi å gjøre dette gjennom dybdeintervjuer med kommunene for å deretter sammenligne med søk av artikler. Resultatene fra begge bidro til å ytterligere spisse inn videre spørsmål og artikkelsøk.

De endelige funnene viser at begge kommunene representeres med ulike styrker og svakheter rundt deres valg av strategi og praksis. Dette gjelder både i sammenligning av fortid og nåtid, samt hvordan dette gir uttrykk for fremtidig utvikling og drift. Begge kommunene har alternative synspunkter sammenlignet med akademisk teori og terminologi, men viser fremragende praksis der deres styrker er fremtredende.

Vi konkluderer med å anerkjenne at begge kommunene får gode resultater på tross av ulike fremgangsmåter og praksis, men at de burde revurdere hvordan de identifiserer og kategoriserer strategiene. Kommunene har også fordel av å lære av hverandre eller samarbeide tettere, videre kommer vi med ytterligere anbefalinger og fremtidsutsikter.

The purpose of this paper is to discuss which sourcing-strategies municipalities use and to what extent they are utilized. Furthermore, the paper looks at how they have adopted these strategies to achieve their IT-goals. We established contact with two municipalities to obtain information on how sourcing strategies was being used in the public sector. Methodically, we chose to do this through in-depth interviews with the municipalities in order to compare with academic literature. The results from both contributed to further the quality of later inquiries.

The final findings show that both municipalities represent different strengths and weaknesses regarding their choice of strategy and practice. This is applicable when comparison is drawn between past and present, and how this expresses future development and operation. Both municipalities have alternative views compared to academic theory and terminology, but excel in practice where their strengths are present.

We conclude that both municipalities are achieving good results in spite of different approaches, but that they should re-evaluate how they identify and categorize the available strategies. The municipalities also have the advantage of learning from each other or collaborating more closely, in which we give further recommendations and future prospect.
