Digitalisering av estetikk: en sammenstilling av kunnskapsstatus rundt digitalisering av estetikkbestemmelsene i byggesaksbehandling.

Abstract

I dette studiet kartlegger vi kunnskapsstatus rundt digitalisering av estetikkbestemmelsene i en byggesaksbehandling - slik at det står i forhold til føringer fra statlig og kommunalt hold. Det blir kartlagt hva digitalisering er, hva estetikk er, og hvordan en vurderer estetikk. Det er både sagt og skrevet mye om digitalisering av byggebransjen fra statlig hold, men studiet avdekker at det er et stort sprang mellom realiteten og ønsket ståsted. Vi trekker frem det økonomiske aspektet ved digitalisering av en byggesak, og hva som må til for å komme videre. Studiet definerer byggeskikk, og hvordan opprettholde en god byggeskikk hvis man skal digitalisere estetikkbestemmelsene. Som metode er det benyttet litteraturstudie og dybdeintervju for å få en bred kunnskapsplattform som belyser estetikk som begrep, digitalisering, vurdering av estetikk i henhold til lover og forskrifter, stedsanalyse og byggeskikk.

In this study we have evaluated possibilities and limitations regarding the assessment of aesthetics in building permits. In what way can digitization make the aesthetics more efficient in a building permit process? How do we digitize aesthetics? What is the effective proceedings of aesthetics in building permits? How can digitization of aesthetics in a building permits process ensure good building practice? We have on a mission for Askim Kommune managed to create a digital checklist which can streamline their work in assessment of aesthetics in building permits. Method: The method we have used in this study to answer our problem is to search for literature which that addresses the digitization of the aesthetics i building permits. During this process, we interviewed two caseworkers working for Askim kommune. Results: In this part of our study the results from the literature and interview is displayed as text, tables and figures which describes building permits, digitization and aesthetics. In our study, we found nothing has been written anything about digitization of the aesthetics in building permits before, so our study can be read as a state of art. Discussion: The results in this study have been evaluated and discussed among the participants to decide which support structure is the best choice in regards of the criteria of the problem. Conclusion: It turns out that the aesthetics cannot be 100% automated, because of Plan- og bygnignslov §29-2, which claims that any building according to Chapter 20 shall be designed and constructed so that in the municipality's discretion, it possesses good visual qualities both in its own and in relation to its function and its built and natural surroundings and location.
