Status på arkiv- og dokumentasjonsforvalting i kommunane på Søre Sunnmøre

Abstract

Denne oppgåva tek føre seg statusen for arkiv- og dokumentasjonsforvaltinga i kommunane på Søre Sunnmøre, og ser nærare på korleis dei samarbeider om forvaltingsområdet og kva utfordringar dei møter. Det teoretiske grunnlaget går gjennom lovverk som regulerer området, politiske dokument og relevant arkivteori. Oppgåva nyttar ein kvalitativ metode med spørjeskjema sendt til kommunane og ein analyse av arkivplanane, for å få innsikt i korleis det blir arbeidd med arkiv og dokumentasjon i organisasjonane. Dei mest sentrale funna viser at det er eit tett samarbeid mellom kommunane om utforming av forvaltingsområdet, og at det blir arbeida med utveksling av idear, kompetanse og felles utforming av malar. Vidare er det ein del utfordringar knytt til avlevering av arkivmateriale til IKA, grunna manglande ressursar hjå begge partar. Undersøkingane viser eit stort behov for auka investeringar i teknologi og kompetanseutvikling, i tillegg til at kommunane må arbeide for å få på plass meir fagkompetanse for digitale arkiv.

This paper examines the status of archive and documentation management in the municipalities of Søre Sunnmøre, focusing on how they collaborate in this administrative area and the challenges they face. The theoretical foundation covers legislation regulating the area, political documents, and relevant archival theory. The paper employs a qualitative method, using questionnaires sent to the municipalities and an analysis of their archive plans, to gain insight into how archives and documentation are managed within these organizations. The key findings reveal close cooperation among the municipalities in shaping the administrative area, with efforts to exchange ideas, share expertise, and develop common templates. Additionally, there are several challenges related to the delivery of archival material to the Inter-Municipal Archive (IKA), due to a lack of resources on both sides. The investigations show a significant need for increased investment in technology and skills development, as well as the necessity for municipalities to work towards acquiring more specialized expertise in digital archives.
