Sammendrag
Denne bacheloroppgaven baserer seg på en litteraturstudie som tar for seg tematikken etniske minoritetsfamilier i det norske barnevernet. Statistikken viser at dette er en gruppe som er overrepresentert i forhold til andre som er i kontakt med barnevernet. Det kommer også frem i ulike forskningsartikler at dette er en gruppe som har en større mistillit og frykt for barnevernet enn andre deler av befolkningen. Problemstillingen i oppgaven er:
«Hvilke faktorer er med på å fremme og hemme et godt samarbeid mellom etniske minoritetsfamilier og barnevernspedagoger?».
Oppgaven er besvart ved bruken av relevant teori og forskningsartikler, som så blir drøftet i en diskusjonsdel. Faktorer som blir drøftet og diskutert er: «Medias påvirkning på barnevernets omdømme», «Kommunikasjon i barnevernet», «Kultur i barnevernet» og «Barns tilgang på sosial kapital».
Konklusjon på funn i denne oppgaven:
Medias vinkling på barnevernet kan skape mistillit blant etniske minoriteter, samtidig som undersøkelser av taushetsplikten oppfattes som tillitsvekkende. Flere foreldre med etnisk minoritetsbakgrunn uttrykte mistillit til bruken av telefontolkning i barnevernssamtaler. På den positive siden var det foreldre som opplevde en sterkere tillit til barnevernet gjennom at taushetsplikten ble overholdt. Kulturkompetanse kan være en bidragsyter til et godt samarbeid, på den andre siden kan et for stort fokus på kultur føre til at andre relevante forklaringsfaktorer blir nedprioritert. Medvirkning i egen sak og sosiale nettverk kan ha en positiv betydning for etniske minoritetsbarns samarbeid med barnevernspedagoger. This bachelor’s thesis is based on a literature review that examines the topic of ethnic minority families in the Norwegian child welfare system. Statistics indicate that this is a group of people who are overrepresented among those in contact with child welfare services. Various research articles also indicate that this is a group of people who have a greater mistrust and fear of the child welfare system compared to other parts of the population. The research question of the thesis is:
«What factors contribute to promoting and hindering good collaboration between ethnic minority families and child welfare professionals? ».
In the thesis, relevant theories and research articles are discussed in the discussion section. The discussion section delves into various factors, such as: «Medias influence on the reputation of the child welfare system», «Communication in the child welfare system», «Culture in the child welfare system» and «Childrens participation in the context of social capital».
The conclusion of the findings in this assignment:
The media’s portrayal of the child welfare system can create mistrust among ethnic minority families, while duty of confidentiality can be perceived as trustworthy. Some parents with ethnical minority background expressed mistrust in the use of telephone interpretation in child welfare conversations. On the other hand, there were also parents who had a stronger trust to the child welfare system because the confidentiality was upheld. Cultural competence can contribute to good collaboration, but too much focus on culture can lead to other relevant explanation factors are being overlooked. Involvement in decision-making and social networks can have a positive impact on the collaboration between ethnic minority children and child welfare workers
