“Dømt til å lykkes” – Lærdommer fra internasjonale e-helseprosjekter og Helseplattformen

Abstract

Meld. St. 9 (2012-2013) beskrev et mål hvor alle innbyggeres medisinske informasjon skulle samlokaliseres til ett elektronisk pasientjournalsystem. Dette for å sikre at både pasienter og helsepersonell hadde enkel og sikker tilgang til pasient- og brukeropplysninger. Midt-Norge ble valgt ut som testarena for et system som skulle være en “felles løsning for kommune- og spesialisthelsetjenesten, fastleger og avtalespesialister”.

Det ble bestemt at Epic skulle levere nytt elektronisk pasientjournalsystem til Midt-Norge samtidig som systemer fra samme leverandør skapte kaos og misnøye i Danmark og Finland. Hvorfor hadde helsetoppene i regionen slik overbevisning om at situasjonen ville bli annerledes her hjemme?

Denne oppgaven ser på erfaringer fra Danmark og Finland, og hvordan lærdommer fra internasjonale e-helseprosjekter påvirket implementeringen av Helseplattformen.

Meld. St. 9 (2012-2013) described an aspiration to gather all citizens’ medical information in one electronic health record system. This was to ensure that both patients and healthcare professionals had easy and secure access to patient and user information. Central Norway was chosen as a test arena for a system that would be a universal solution for the municipal and specialist health services, general practitioners and specialists.

It was decided that Epic would deliver a new electronic health record system to Central Norway while systems from the same provider created chaos and discontent in Denmark and Finland. Why did the health authorities in the region have such conviction that the situation would be different here at home?

This thesis looks at experiences from Denmark and Finland, and how lessons from international e-health projects influenced the implementation of the Norwegian Health Platform.
