Berekraftig byutvikling: Ein casestudie av rutebilstasjons- og knutepunktutvikling i Førde

Abstract

I over hundre år har Firda Billag vore det dominerande rutebilselskapet i Førde, Sogn og Fjordane. Billaget har på same måte som byen vakse seg stort etter kvart som transporten i fylket har flytta seg frå sjø til land. I dag ligg tomta midt i sentrum, og plasseringa avgrensar byutviklinga ettersom den tek opp eit stort areal av byen. Rutebilstasjonen er knutepunktet for gods- og kollektivtransporten i byen, og er krysninga mellom nord-sørgåande og aust-vestgåande trafikk i fylket.

Klimaendringane påverkar samfunnet vårt i stadig større grad. Måla for berekraftig utvikling viser miljø, økonomi og sosial utvikling i samanheng. For å oppnå ei berekraftig utvikling er det viktig med gode transportmogelegheiter, og difor er personleg mobilitet og velfungerande transportsystem sentralt for berekraftsmåla. Det å ha mogelegheit til å flytte på seg og skaffe til veie varer og tenester, er ein vesentleg del av livskvaliteten for menneske flest. For å støtte opp om utsleppsreduksjonar vil det vere viktig med ei samordna areal- og transportplanlegging som sikrar ein effektiv arealbruk, reduserer bilavhengigheit og bygger opp om miljøvenlege transportformer (Tennøy, 2011).

Denne studien kjem med anbefalingar til korleis knutepunktet i sentrum kan utviklast. Dette for å skape ei urban byutvikling, betre trafikktryggleiken og redusere bilbruken i sentrum. Problemstillinga er difor følgjande: På kva måtar kan det vere gunstig å bruke dei sentrale delane av tettstadsentra til rutebilstasjon i eit berekraftsperspektiv? Hovudfokuset i oppgåva er å finne eit eigna areal for ein ny godsterminal, verkstad og vaskehall, slik at så mykje areal som mogeleg blir frigjort i sentrum til fordel for bustad, næring og grøntområde. Det vil bli sett på ulike område for alternativ plassering, kva funksjonar som kan og bør flyttast, og alternativ bruk for tomta.

I denne casestudien har eg brukt dokumentstudie som metode, for å samle data om bussterminalar og arealbruk. Eg har også gjennomført djupneintervju med administrerande direktør i Firda Billag, for innsamling av informasjon om behov og kapasitet for rutebilstasjonen.

For over a hundred years, Firda Billag has been the dominant bus company in Førde, Sogn og Fjordane. Firda Billag has, in the same way as the city, grown large as transport in the county has moved from sea to land. Today, the site is located in the middle of the city center, and the location delimits urban development as it occupies a large area of the city. The bus station is the hub for freight and public transport in the city, and is the intersection between north-south and east-west traffic in the county.

Climate change is affecting our society to an increasing degree. Measures for sustainable development show the environment, economy and social development in context. In order to achieve sustainable development, good transport opportunities are important, and therefore personal mobility and a well-functioning transport system are central to sustainability goals. Having the opportunity to move and provide goods and services is an essential part of the quality of life for most people. In order to support emission reductions, it will be important to have coordinated land and transport planning that ensures efficient land use, reduces car dependence and builds on environmentally friendly modes of transport (Tennøy, 2011).

This study comes with recommendations for how the hub in the city center can be developed. This is to create an urban development, improve traffic safety and reduce car use in the city center. The problem is therefore as follows: In what ways can it be beneficial to use the central parts of urban centers for a bus station in a sustainability perspective? The main focus of the thesis is to find a suitable area for a new freight terminal, workshop and a bus wash system. This is to make as much area as possible to freed up in the city center in favor of housing, offices, cafes and green space. The thesis will examine different areas for alternative location, which functions can and should be moved, and alternative use for the site in the city centre.

In this case study, I have used document study as a method, to collect data on bus terminals and land use. I have also conducted in-depth interviews with the CEO of Firda Billag, to gather information about the needs and capacity of the bus station.
