Sammendrag
Døve og hørselshemmede barn og unge som har norsk tegnspråk som førstespråk, har rett på opplæring i og på norsk tegnspråk i sin nærskole etter opplæringslovens § 2-6 (Opplæringslova, 1998, § 2-6). Videre er det i stortingsmeldinger, da spesielt stortingsmelding nr. 35 (2007-2008) og stortingsmelding nr. 6 (2019-2020), stort fokus på inkluderingen av døve og hørselshemmede i nærskolen. Hvordan dette påvirker de som skal inkluderes er hovedtemaet i denne oppgaven. For å finne ut av dette har vi sett på forskningsartikler og rapporter, hovedsakelig fra Norge, men og noen fra andre land, da det er lite forskning på dette temaet i Norge, og sammenliknet dette med opplæringsloven, stortingsmeldingene og andre offentlige dokumenter. Denne oppgaven viser hvordan teori og praksis ikke alltid stemmer overens, og at dette påvirker de døve og hørselshemmede elevene både faglig og sosialt. In Norway, deaf and hard-of-hearing children, and young adults, which has Norwegian sign language as their first language, has a right to instruction in sign language and a sign language mediated education in their local school, according to the Education Act § 2-6 (the Education Act, 1998, § 2-6). When we take a further look in some of the official documents, like St. Meld. 35 (2007-2008) and Meld. St. 6 (2019-2020), we can see that they are focusing on the inclusion of deaf and hard-of-hearing children in their local schools. The main theme in this assignment is how this affects those who are supposed to be included. To be able to learn more about this, we have had to investigate Norwegian research articles and reports, but it has also been necessary to look at some articles from other countries, since there still is too little research done in Norway. In this text we have compared the official documents with the research that has been done. This assignment shows that theory and practice does not always match, and this affects the deaf and hard-of-hearing students both academic and socially.
