Arkivering og journalføring i statlig forvaltning

Abstract

Oppgaven tar sikte på å undersøke i hvilken grad statlige etater overholder regelverket for arkivering og journalføring. Spesielt etter koronapandemien har mangelen på arkivering og journalføring i den offentlige forvaltningen blitt tydeliggjort. Oppgaven baserer seg på tidligere undersøkelser gjort av Riksrevisjonen og Pressens Offentlighetsutvalg i 2017.

Oppgaven drøfter hvordan arkivering og journalføring kan forbedres, og hvordan slike endringer kan implementeres for å sikre overholdelse av gjeldende lovverk.

Oppgaven benytter seg av kvalitativ metode og dokumentanalyse. Dokumentanalysen i oppgaven er videre delt inn i tre deler. Innledningsvis blir bakgrunnen til hoveddokumentene redegjort for. Deretter gjennomføres en analyse av innholdet i dokumentene, før det avsluttes med en selvstendig drøfting av innholdet. Ved å gjennomføre en ren dokumentanalyse får man unik innsikt i hvordan ulike arbeidsgrupper håndterer temaet, spesielt journalister og saksbehandlere i statlig forvaltning. Bruken av eksisterende dokumenter som kildegrunnlag gir en bredere tilnærming enn det som er mulig med egeninnsamlet data . Oppgaven fokuserer hovedsakelig på departementer og annen statlig forvaltning, og er avgrenset mot kommunal forvaltning og private virksomheter.

This thesis aims to investigate the extent to which government agencies comply with regulations regarding archiving and record-keeping. Particularly after the COVID-19 pandemic, the lack of archiving and record-keeping in public administration has become apparent. The thesis is based on previous studies conducted by the Office of the Auditor General of Norway and «Pressens offetnlighetsutvalg» in 2017.

The thesis discusses how archiving and record-keeping can be improved and how such changes can be implemented to ensure compliance with current legislation.

The thesis utilizes qualitative methodology and document analysis. The document analysis in this thesis is further divided into three parts. Initially, the background of the main documents is explained. Then, an analysis of the content of the documents is conducted, followed by a discussion of the content. By conducting a document analysis, the thesis gains a unique insight into how different proffesions handle the topic can be gained, in this case journalists and case handlers in government administration. The use of existing documents as a source provides a broader approach than what is possible with self-collected data.

The thesis predominantly centers on ministries and other governmental agencies, with a deliberate exclusion of municipal administration and private enterprises.
