I løpet av det andre tiåret på 2000-tallet har EUs felles sikkerhets- og forsvarspolitikk blitt mer institusjonalisert. Samtidig har europeiske statsoverhoder ønsket et sterkere europeisk militære for fremtidige hendelser, på grunn av en økning i større eksterne kriser. Alt dette skjedde i forkant av utbruddet av krigen i Ukraina i 2022, rett på grensen til den Europeiske Union (EU). Har denne aggresjonen hatt en effekt på utviklingen av den Europeiske sikkerhets- og forsvarspolitikken? Eller vil unionen opprettholde synet på militær politikk som et område avsatt til nasjonal politikk?
Det er nettopp dette oppgaven ønsker å utforske videre, ved å gjennomføre en kvalitativ analyse av dokumenter utgitt av EUs felles sikkerhets- og forsvarspolitikk i perioden mellom februar 2022 og februar 2023. Oppgaven jobber med tre hypoteser som forsøker å svare på hvordan og i hvilken grad krigen i Ukraina har ført til en dypere utvikling av den felles sikkerhets- og forsvarspolitikken, større differensiering i EUs sikkerhetssamarbeid og/eller et tettere samarbeid mellom EU og NATO. Det teoretiske rammeverket er politisk realisme, og i lys av dette konkluderer teksten med at land vender seg mot samarbeid i tider med krig for å sikre statens overlevelse i det internasjonale politiske systemet. I tillegg er tiltakene alt fra militære til service rettede, samt finansiell bistand for å bidra i krigen. Alt dette blir gjort inennfor NATOs rettningslinjer og i kombinasjon med flere militære samarbeid mellom EU og NATO. Differensiering er mindre synlig i de analyserte dokumentene. Throughout the second decade of the 2000s, the European Common Security and Defence Policy (CSDP) has experienced an increase in institutionalisation. Simultaneously, European heads of state have called for a stronger European military for the future years because of challenging external pressures. All these events happened before the outbreak of the war between Russia and Ukraine in 2022, just on the borders of the European Union (EU). Has this aggression continued the development of the European security and defence policy? Or will the union proceed on the path where military is rather a core nation state policy area?
This is what this thesis wishes to explore further, by executing a qualitative analysis of documents released by the CSDP in between the period of February 2022 and 2023. The thesis works with three hypotheses, answering how and to what extent the war in Ukraine has led to a deepening of the CSDP, more differentiation in EU defence cooperation and/or a closer EU-North Atlantic Treaty Organisation (NATO) relationship. Supported by the theoretical framework of realism, the conclusion states that countries turn to cooperations in times of war, to be able to withhold the state in the international political system. Additionally, the developments within the CSDP range between military and service matters, as well as financial aid to contribute to the war. All this is done in line with NATO guidelines, and in combination with several military cooperations between EU and NATO. For that reason, the results are signs of an EU CSDP deepening, combined with a closer cooperation between EU and NATO. Differentiation is less visible in the documents reviewed.
