CHALLENGES FOR THE TANKER SEGMENT AFTER SANCTIONS AGAINST RUSSIA

Abstract

Målet med oppgaven er å avdekke hvordan tankmarkedet har blitt påvirket av de nylig innførte sanksjonene mot Russland. Oppgaven bygger på fire hypoteser og bruker både eksterne kilder og intervjuer med relevante industripersoner som er påvirket av sanksjonene.

Problemstillingen som skal diskuteres i den følgende oppgaven vil være: "Hvilke utfordringer har tankskipsegmentet sett etter de nylig innførte sanksjonene mot Russland?"

De ulike hypotesene undersøker hvordan ulike aspekter av markedet har endret seg, for eksempel når det gjelder handelsruter, sanksjonenes effektivitet, KYC-arbeid og foreslått pristak på russisk olje.

Vestlige land forbyr stort sett import av russisk olje, noe som betyr at Russland måtte finne passende erstatninger for eksport. Russland har funnet nye handelspartnere etter sanksjonene, og eksporterer olje til Kina og India til rabatterte priser.

Sanksjoner har eksistert en stund. Informantene forklarer forskjellene mellom sanksjonene mot Russland og Iran. Det er også en evaluering av hvor effektive sanksjonene har vært, og hvordan de kunne vært mer effektive.

KYC, eller Know Your Customer/Client, er nå blitt viktigere. Bøter, forbud elle fengsel kan være potensielle straffer for brudd på sanksjoner. Informantene reflekterer over utfordringer i forbinnelse med dette, særlig ettersom sanksjonene er uklare med hensyn til hvor langt man bør gjennomføre due diligence.

Det foreslåtte pristaket på russisk olje, som skal innføres 5. desember, er en annen faktor som påvirker tankmarkedet. G7-landene ser etter å redusere Russlands potensielle oljeinntekter ved å sette et tak på prisen. Det er mange ubesvarte spørsmål rundt pristaket, og den følgende oppgaven tar sikte på å reflektere litt over disse, og hvordan situasjonen til kan utspille seg.

The aim of the following thesis is to unveil how the tanker market has been affected by the recently introduced sanctions against Russia. The thesis builds on four hypotheses and uses both external sources and interviews with relevant industrial persons who are affected by the sanctions . The subject to be discussed in the following paper will be: “What challenges has the tanker segment seen after the newly introduced sanctions against Russia?”

The different hypotheses look to uncover how different aspects of the market has changed, for example regarding trading routes, the effectiveness of the sanctions, KYC work and the proposed price cap on Russian oil. Western countries mostly prohibit import of Russian oil, meaning Russia had to find appropriate substitutes for export. Russia has found new trading partners following the sanctions, exporting oil to China and India at discounted prices.

Sanctions have been around for some time. The informants deliberate about the difference between the sanctions against Russia and Iran. There is also an evaluation of how effective the sanctions have been, and how they could have been more effective.

KYC, or Know Your Customer/Client, has now become more important. Fines, bans or even prison could be potential punishments for breaching sanctions. The informants reflect on the difficulties in this respect, especially as the sanctions are unclear as to how far one should conduct due diligence.

The proposed price cap on Russian oil, set to be introduced 5th of December, is another factor affecting the tanker market. The G7 countries look to reduce Russia’s potential oil revenues by capping the price. There are many unanswered questions around the price cap and the following thesis aims to reflect some on these, and how the situation eventually may work out.
