Nyliberale trekk i sosialt arbeid i NAV Arbeidslinja og utvikling av humankapital

Abstract

Masteroppgaven belyser nyliberalistisk påvirkning på sosialt arbeid i NAV. Oppgaven bygger på forutsetningen av at nyliberalismen er en realisert ideologi i dagens globale samfunn. På bakgrunn av nyliberalismen og ved bruk av humankapital som analytisk begrep er det foretatt analyser av litteratur i tråd med abduksjon som forskningslogikk. Et case-design er valgt, med arbeidslinja som case. NAV og KREM er to inkluderte arena for både arbeidslinja og sosialt arbeid som er analysert. Analysen avdekker nyliberalistisk påvirkning på sosialt arbeid i NAV, som uttrykker seg med ambivalens i hele arbeidsfeltet og gir grobunn for komplekse etiske dilemmaer for sosionomer og andre forvaltningsansatte i utøvelsen av sosialt arbeid. Resultatet viser at det er to ulike og motstridende arbeidslinjer i arbeidsfeltet som springer ut fra to dagsaktuelle politiske ideologier; nyliberalismen og relasjonell velferd. De to arbeidslinjene er konseptualisert som en relasjonell arbeidslinje og en økonomisk arbeidslinje. De to arbeidslinjene skiller seg fra hverandre i forhold relatert til perspektiv på dialektikken mellom individ og samfunn, det vil si agent og struktur forholdet, samt menneskesyn, humankapital, sosial investering, bærekraft, det gode liv, velferd og inkludering. På bakgrunn av ulikhetene i perspektiv på humankapital er nytt begrep foreslått: relasjonell humankapital. Den økonomiske arbeidslinja springer ut fra nyliberalismen, og den fremstår som dominerende i NAV framfor den relasjonelle arbeidslinja. Sosialt arbeid deler ikke verdigrunnlaget til den økonomiske arbeidslinja eller nyliberalismen. Derfor bidrar den gjeldende økonomiske arbeidslinja til økende ambivalens og har potensialet til å undergrave sosialt arbeid.

The master`s thesis looks into neoliberal influence on social work in the Norwegian Labour and Welfare Administration (NAV). The thesis is based on the assumption that neoliberalism is a realized contemporary ideology. Based on neoliberalism and usage of human capital as an analytical term, analyzes of literature have been carried out in line with abduction as a research logic. A case-design is chosen, with the Norwegian workfare policy named arbeidslinja as the case. NAV and KREM are two included arenas for both workfare and social work which are analyzed. The analysis uncovers neoliberal influence on social work in NAV. It expresses itself with ambivalence in the work field as a hole and gives fertile ground for complex ethical dilemmas for social workers and other staff that practice social work. The result shows that there are two different and contradictory workfare practices in the work field that originates from two contemporary political ideologies, neoliberalism and relational welfare. The two workfare practices are conceptualized as relational workfare and financial workfare. The two workfare practices stand out from each other in regard to perspective on the agent and structure relationship, human view, human capital, social investment, sustainability, the good life, welfare and inclusion. Based on the differences in perspective in regard to human capital a new term is suggested: relational human capital. The financial workfare originates from neoliberalism, and it appears to be dominant in NAV, with the relational workfare less so. Social work does not share the value basis of the financial workfare or neoliberalism. Consequently, the dominant financial workfare contributes to increasing ambivalence and has the potential to undermine social work.
