Abstract

Fagsystemet BL siden 1996: Digitaliseringen og dokumentasjonsforvaltning i Politiet sitt straffesaksspor Master i arkiv og dokumentasjonsforvaltning (MAD) NTNU – Trondheim

Sammendrag Oppgaven undersøker arbeidet i politietaten med dokumentasjon i straffesakssporet og med fokus på fagsystemet «Basisløsninger, BL». Systemet er utgangspunktet for håndteringen og bevaringen av politiets straffesaksdokumentasjon. BL er et «gammelt» system i betydningen at det ble etablert i 1996, som er et tidlig tidspunkt i det digitale skiftet, i 1990-årene. I hvilken grad tilfredsstiller systemet i dag, drøyt 25 år etter etableringen, etatens behov og eventuelt hvordan? Studien er basert på kvalitativ forskning med dybdeintervju av ansatte i politiet som har arkivfaglig bakgrunn kombinert med lang og god kjennskap til BL. Informantene ble blant annet spurt om deres erfaringer med fagsystemet, med systemets roller og ansvarsfordeling, og om «den lange og kronglete veien» til et «papirløst BL». Denne veien karakteriseres i oppgaven som en innholdsrik og krevende prosess som har bydd på utfordringer. Det måtte en lovendring til i straffeprosessloven og en risikovurdering som måtte godkjennes før BL kunne gå papirløs. Intervjumaterialet i denne mastergradsoppgaven er inndelt i seks undertemaer for enklere å kunne analysere forvaltningen og bevaringsarbeidet knyttet til dokumentasjonen i BL. Arbeidet med digital bevaring av arkiv og dokumentasjon er en av de største utfordringene man har i forvaltningen i dag. Det er et ressurskrevende arbeid, og løsningene kan være kostbare. Det framgår tydelig av det store etterslepet som finnes i dagens virksomheter. Derfor er også denne oppgaven viktig siden den belyser et nødvendig samfunnsbehov som ledelsen i de enkelte virksomheter i større grad bør ta på alvor.

Records system BL since 1996: The Digitalization and Records Management in the Norwgeian Police Service’s Criminal Case Trac Master’s Programme in Archives and Records management (MAD) NTNU – Trondheim

Summary The thesis examines the work in the Norwegian police service connected to records management and preservation of documentation in the criminal case track, with a focus on the system “Basic solutions, BL-system”. This system is the starting point for the handling and preservation of the police criminal case documentation. BL is an “old” system in the sense that it was established at an early stage in the digital shift, in the 1990s. To what extent does the system today, over 25 years after its establishment, satisfy the agency's needs, and, if so, how? The study is based on qualitative research with in-depth interviews of employees in the police service with an archival background combined with good knowledge of BL and with document and literature studies. The informants were asked about their experiences with the system, and the system's roles and division of responsibilities and about the “long and tiresome road” to a “paperless BL”. This road is characterized in the thesis as a content-rich and demanding process that has presented definitive challenges. There had to be a change of law in the Criminal Procedure Act and a risk assessment that had to be approved before BL could go wholly digital. The interview material in this master's thesis is divided into six sub-themes to make it easier to analyze the management and conservation work related to the documentation in BL. The work with digital preservation of archives and documentation is one of the greatest challenges facing the public authorities today. It is a resource-intensive work, and the solutions can be expensive. This is clear from the large backlog that exists in today's businesses. Therefore, this task is important, which sheds light on a necessary societal need that the management of the individual businesses and authorities can no longer postpone.
