Vinterdrift på riksvei 15

Abstract

Denne bacheloroppgaven har som hensikt å undersøke om normene som Statens vegvesen har innført for å gi veiledning om vinterdrift blir fulgt opp, eventuelt hvilke årsaker som forårsaker at de ikke blir fulgt opp, slik det er beskrevet i håndbøkene. Oppgaven begrenser seg til analyser av tidligere erfaring på riksvei 15, fra vintersesongen 2018/2019.

Metoden som ble benyttet for å svare på problemstillingen er en kombinasjon av litteraturstudie, samtaler med erfarne fagpersoner i Statens vegvesen og beregninger. Resultater som vi har fått ble benyttet for å argumentere for hvorfor vinterdriften blir gjennomført slik det blir gjort i dag og hvilke årsaker som ligger bak dette. I tillegg ble det sett på de økonomiske og bærekraftige lønnsomhetene ved vinterdrift.

Resultatene viser at værforholdet er en drivende faktor innenfor vinterdrift. Dermed er dette avgjørende for hvordan vegene driftes på vinteren, i og med at det er uforutsigbart hvordan været er. Det er flere forskjellige faktorer som har betydning for drifta av riksvei 15, og derav kan vi si at Statens vegvesen delvis følger normen for drifts- og vedlikehold på strekningen, Otta-Stryn.

The purpose of this bachelor thesis is to investigate whether the norms that the Norwegian Public Roads Administration has introduced to provide guidance on winter operation are followed up, and possibly the reasons why they are not followed up as described in the handbooks. The thesis is limited to analyzes of previous experience on national road 15, from the winter season 2018/2019.

The method used to answer the problem is a combination of literature study, conversations with experienced professionals in Norwegian Public Roads Administration and calculations. The results we have received were used to argue why winter operations are carried out as they are done today and what the reasons are behind this. In addition, the economic and sustainable profitability of winter operations was looked at.

The results show that the weather conditions are a driving factor in winter operations. Thus, this is crucial for how the roads are operated in the winter, as it is unpredictable what the weather is like. There are several different factors that are important for the operation of national road 15, and from this we can say that the Norwegian Public Roads Administration partly follows the norm for operation and maintenance on the section, Otta-Stryn.
