Sammendrag

Denne bacheloroppgaven tar en titt på hvordan synet begrepene åpenhet og tilgang de siste 10-årene har forandret seg. Jeg prøver i denne oppgaven å lete meg frem til hvordan åpenhet og tilgang har endret seg fra 1958 frem til 1990-tallet. Hovedelementene av det jeg presenterer i min utredning er av ulike innstillinger, NOU, St.meld. og den offentlige diskusjonen. Hvor ofte begreper som demokrati, rettsikkerhet og borgere dukker stadig opp. Dette gjør også offentlighetsprinsippet, noe som går igjen i nesten hele oppgaven. Offentlighetsprinsippet fikk en del medbør i starten, men fram til 90-tallet er det lite negativt. Det kommer ut av det har blitt en bred forståelse av prinsippet, samt utvikling. Jeg gjør et forsøk å belyse disse begrepene gjennom teksten ettersom de kan som oftest forbindes med offentlighet. Det er også en arkiv del også som omhandler funksjonen den har og skal oppnå, hvor jeg presentere disse begrepene opp mot dette.

Summary (abstract)

This bachelor thesis takes a look at how the view of the concepts of openness and access has changed in the last 10 years. In this thesis I try to look at how openness and access have changed from 1958 to the 1990s. The main elements of what I present in my report are of various settings, NOU, St.meld. and the public discussion. How often concepts such as democracy, the rule of law and citizens constantly appear. This also makes the principle of openness, which is repeated in almost the entire task. The principle of openness got a lot of support in the beginning, but until the 90s there is little negative. It comes from it has become a broad understanding of the principle, as well as development. I make an attempt to illuminate these concepts through the text as they can most often be associated with the public. There is also an archive section which deals with the function it has and will achieve, where I present these concepts against this.
