Abstract

Rundt om i norske kommunar finns der mange fritidsbustader. Og talet på desse aukar, slik at ein del kommunar no har fleire fritidsbustader enn heilårsbustader. Med denne fritidsbusetjinga fyl der både mogelegheiter og plikter for vertskommunar og lokalsamfunn.

Formålet med denne masteroppgåva er å sjå nærmare på temaet fritidsbusetnad, sett frå eit kommunalt perspektiv. Utvikling av nye områder, bruken og synergiane av desse. Målet er å finne utav kva mogelegheiter og virkemiddel norske kommunar har for å kunne påvirke slike prosessar, og korleis dei brukar dei.

Fylgjande problemstilling skal bidra til å belyse temaet: «Kommunen si rolle som tilretteleggjar for fritidsbusetnad». Problemstillinga blir besvart gjennom 4 forskningsspørsmål knytt til økonomiske effektar, synergiar, kommunal planlegging, bruk av frivillege avtalar og infrastruktur.

Det er gjennomført eit litteraturstudie med vekt på tidlegare forskning, offentlege rapportar og dokument, samt gjeldande regelverk. Dette inngår som ein del av det teoretiske rammeverket. For å undersøkje korleis aktuelle kommunar arbeider med dette temaet, er der gjennomført 10 semistrukturerte dybdeintervju med leiarar knytt til teknisk- og planavdelingar. Intervjua er gjennomført med bakgrunn i eit kriteriebasert utval avgrensa til fjellkommunar. I oppgåva sitt diskusjonskapittel blir funna frå intervjua drøfta opp mot litteratur og eigne meiningar.

Funna frå oppgåva viser at slik tilrettelegging bør tilpassast dei lokale forhold. Kommunar som vil satse på fritidsbusetnad, bør skaffe seg god oversikt over kva fasilitetar og tilbod ein har å tilby og kva fritidsinnbyggjarane ynskjer. Ein god måte å skaffe seg slik kunnskap kan vere gjennom fritids- og næringslivsundersøkingar.

Det kjem vidare fram at bygging av fritidsbustader har stor betydning for lokalsamfunn, men at ringverknadane i bruksfasen i mange tilfeller betyr meir. Desse effektane kan vere føremålstenleg å sjå i samanheng med lokalt reiseliv og turisme. Kommunar bør ha eit bevisst forhald til at brukarane av fritidsbustader er deltidsinnbyggjarar i kommunen.

Eit oppdatert og målretta planverk er viktig. Utbyggingsavtalar er mykje brukt avtaleform mellom kommune og utbyggjar. Lovverket åpnar imidlertid for bruk av fleire typar frivillege avtalar, men her er manglande kompetanse ein begrensande faktor.

God tilgang til teknisk infrastruktur samt tur- og skiløyper blir ansett som viktige kriterier ved tilrettelegging for fritidsbustader. Her har kommunane ei viktig rolle.

Prosessar knytt planlegging, bygging og bruk av fritidsbustader, har i den seinare tid fått eit auka fokus på omsynet til val av berekraftige løysningar.

Several Norwegian municipalities have got multiple holiday homes, and the number of holiday homes is increasing. Some of these municipalities have more holiday homes than actual homes. To have multiple holiday homes in a municipality opens up for several possibilities, both for the municipality as an organisation and for the whole community. At the same time it also creates responsibilities.

The purpose of this master dissertation is to look closer at the topic of holiday homes, seen from a municipal perspective. Development of new areas, the use and the synergy of these. The aim is to discover which possibilities and tools Norwegian municipalities possess to impact these processes and how they use them.

The following statement will assist in enlightening the topic: “The municipality’s role as a facilitator for holiday settlement”. The statement will be answered through four research questions related to economic effects, synergies, municipal planning, use of voluntary agreements and infrastructure.

A study in literature has been completed with emphasis on previous research and public reports and documents, in addition to current rules and regulations. This is part of the theoretical framework. In order to research how relevant municipalities undertake the topic, there have been 10 semi structured in-depth interviews with leaders connected to technical and planning departments. The interviews have been completed on the background of a criteria based selection limited to mountain municipalities. In the discussion section of this dissertation the findings from these interviews will be discussed in relation to literature and personal opinions.

The findings from the dissertation show that facilitation should be tailored to local conditions. Municipalities that wish to invest in holiday settlement should get an overview over which facilities and amenities one has to offer and what the holiday residents desire. A purposeful way of gathering such knowledge can be through leisure and commerce research.

Further, it is discovered that the building of holiday homes has a great impact on the local community, but that the ripple effect in the use phase on many occasions is of greater importance. It can be purposeful to see these effects in correlation with the local travel industry and tourism. Municipalities should have a clear understanding that the users of holiday homes are part-time residents in the municipality.

An updated and targeted framework is important. Development agreements is a much used form of agreement between a municipality and a developer. Legislations do open for the use of several types of voluntary agreements, but a lack of competence is a limiting factor.

Acceptable access to technical infrastructure in addition to hiking and skiing trails are seen as a key criteria when facilitating holiday homes. The municipalities possess a significant role in this area.

Awareness around sustainability goals has had a larger importance in recent years and is likely to be even more important in years ahead. This has also influenced holiday settlement through the planning, building and use phase.
