Eierstyring ved hjelp av ISO 19650

Abstract

Bakgrunn for oppgaven er analyse av den nye ISO standarden, NS-EN ISO 19650-1&2:2018 (Organisering og digitalisering av informasjon om byggverk, inkludert bygningsinformasjonsmodellering (BIM), Informasjonsforvaltning med BIM). Standardserien kom på bakgrunn av erfaringer gjort under utbyggingen av Heathrow terminal 5 i London og er bygget på beste praksis. Det vil si at Storbritannia har utarbeidet en praksis med hvordan man skal jobbe med mange leverandører i et prosjekt, med støtte for styring og produksjon av informasjon, i løpet av livsløpet til et byggverk ved hjelp av Bygningsinformasjons-modellering (BIM).

Det fremkommer i et hierarki av informasjonskrav, presentert i del 1 av ISO 19650, at Organisasjonens informasjonskrav (OIR) er dårlig vektlagt i dag og dermed har jeg kommet frem til følgende problemstilling:

Hvordan kan standardisering ved hjelp av ISO 19650 bidra til bedre eierstyring og informasjonsforvaltning i prosjekteringsfasen ved å ta hensyn til livsløpet i byggverket?

Tilnærmingen til problemstillingen er gjort ved studier og analyser av standarden. Det har ikke vært mulig å komme i kontakt med noen som har praktisert BIM i sine prosjekter, og som kunne ha hjulpet med å forstå eierstyringsperspektivet og informasjonsforvaltning i byggeprosjekter med bruk av BIM.

Formålet med oppgaven blir å identifisere oppgaver knyttet til eierperspektivet og hvilke valg eieren må ta for å få fullt utbytte av informasjonsforvaltning knyttet til ISO 19650. Eierstyringsperspektivet er ikke nøye spesifisert i standarden og det vil derfor være hensiktsmessig å sette lys på hva som inngår i Organisasjonens informasjonskrav (OIR) og hvordan dette påvirker byggverket i livsløpet med tilleggsstandarder som er presentert.

Digitalisering av informasjon angående byggverk krever et kontrollert miljø for deling av data og informasjon, slik at eier av bygget får økt kontroll på sine anlegg og verdier. Gjennom livsløpet til byggverket blir det produsert informasjon og data, og det er her ISO 19650 kommer inn med et rammeverk for hvordan denne informasjonen skal flyte gjennom et system med informasjonsforvaltning. Den definerer hva en bestiller skal ta hensyn til ved forskjellige stadier av livsløpet til et bygg, og hva som kreves av informasjon slik at bestiller kan ta riktige beslutninger. Dette må planlegges, med implementering av ISO 19650, som hjelper bestiller og leverandører, slik at de kan få en felles forståelse av organisasjonens informasjonskrav i den store sammenheng. Den hjelper eierstyringsperspektivet med å ha “orden i eget hus” slik at virksomheten kan forvalte informasjon og data på en god måte.

ISO 19650 kan være til god hjelp både for å bedre eierstyringen og for å bedre informasjonsforvaltningen, men man er avhengig av at standarden blir brukt på riktig måte. Den hjelper bestiller/eier å holde “orden i eget hus”, helt fra behovsutredningen, via prosjekteringsfasen og gjennom hele byggets livsløp. Standarden er imidlertid helt ny, og har dermed ikke rukket å bli tatt ordentlig i bruk ennå.

The background for the thesis is analysis of the new ISO standard, NS-EN ISO 19650-1 & 2: 2018 (Organization and digitization of information about buildings and civil engineering works, including building information modeling (BIM), Information management using building information modelling). The standard series came on the basis of experience gained during the development of Heathrow terminal 5 in London and is built on best practice. This means that the United Kingdom has developed a practice of how to work with many suppliers in a project, with support for management and production of information during the life cycle of a building using Building Information Modeling (BIM).

It appears in a hierarchy of information requirements, presented in part 1 of ISO 19650, that the Organization information requirements (OIR) are poorly emphasized today and thus I have come to the following issue:

How can standardization using ISO 19650 contribute to better ownership perspectiv and information management in the design phase by taking into account the life cycle of the building?

The approach to the problem has been made through studies and analyzes of the standard. It has not been possible to get in touch with anyone who has practiced BIM in their projects, and who could have helped to understand the ownership perspective and information management in construction projects using BIM.

The purpose of the thesis will be to identify tasks related to the ownership perspective and what choices the owner must make to take full advantage of information management related to ISO 19650. The ownership perspective is not carefully specified in the standard and it will therefore be appropriate to shed light on what is included in the Organization information requirements (OIR) and how this affects the structure in the life cycle with additional standards presented.

Digitization of information regarding buildings requires a controlled environment for sharing data and information, so that the owner of the building has increased control over his facilities and values. Throughout the life cycle of the structure, information and data are produced, and this is where ISO 19650 provides a framework for how this information should flow through a system of information management. It defines what a client should take into account at different stages of the life cycle of a building, and what information is required so that the client can make the right decisions. This must be planned, with the implementation of ISO 19650, which helps customers and suppliers, so that they can gain a common understanding of the organization's information requirements in the larger context. It helps the ownership perspective to have "order in its own house" so that the company can manage information and data in a good way.

ISO 19650 can be of great help both to improve corporate governance and to improve information management, but one is dependent on the standard being used correctly. It helps the client / owner to keep "order in their own house", right from the needs assessment, through the design phase and throughout the building's life cycle. However, the standard is completely new, and has thus not yet been properly implemented.
