Riksarkivaren – arkivautoritet og myndighet overfor forvaltningen.

Abstract

Denne bacheloroppgaven er en dokumentanalyse som undersøker hvordan Riksarkivarens myndighet overfor Forvaltningens arkivdanning utviklet seg fra rett etter andre verdenskrig frem mot arkivloven med forskrifter som trådte i kraft i 1999. Oppgaven undersøker hovedsakelig hvordan Riksarkivarens myndighet overfor forvaltningen gradvis ble utvidet som følge av kassasjonsskandaler, nye regelverk, og utvikling i forvaltningen. Samtidig ser oppgaven på hvordan Riksarkivaren arbeidet med å øke sin autoritet, og respekten for arkivarbeid, overfor forvaltningen gjennom opplæringskurs og utdanningstilbud. Avslutningsvis undersøkes hvordan Arkivloven påvirket Riksarkivarens myndighet og autoritet.

This bachelor thesis is a document analysis that examines how the National Archivist authority vis-a-vis the Administrations recordkeeping developed from directly after World War II on towards the Archives Act of 1999. The thesis mainly examines how the National Archivists authority vis-à-vis the administration gradually expanded as a result of appraisal scandals, new regulations, and the administration developing. At the same time, the thesis looks at how the National Archivist worked to increase his authority, and the respect for archival work, vis-à-vis the administration through training courses and educational programs. Finally, it is examined how the Archives Act affected the National Archivists authority and archival authority.
