Utfordringer og risikoer ved uttrekk i kommunal arkivsektor

Abstract

Denne oppgaven handler om utfordringene rundt avlevering og overføring av digitalt arkivmateriale fra kommunal sektor til langtidslagring i arkivdepot. Bakgrunnen for valget av problemstillingen er Riksrevisjonens undersøkelser fra 2010 som beskrev en situasjon der mye materiale sto i fare for å gå tapt eller allerede hadde gjort det. Jeg har sett til tilgjengelig litteratur og forskning samt gjort egne undersøkelser for å finne ut hva som er de mest fremtredende utfordringer og risikoer rundt disse overføringene med det mål for øye å komme med forslag til løsninger for å unngå den «digitale demens» vi står overfor.

This paper concerns the challenges related to the submission and transfer of digital records from Norwegian municipalities to long-term storage in an archive repository. The reason for raising this issue is the situation described in 2010 by the Office of the Auditor General; a considerable amount of records was in danger of being lost, if not already. I have looked to available literature and past research, as well as conducting my own investigations to try to reveal what the most prominent challenges and risks surrounding these transfers are, with the aim of providing appropriate measures and solutions to avoid the "digital dementia" we are facing.
