dc.description.abstractThis dissertation presents three sub-studies and one comprehensive synthesis, where the central theme and research questions, the theoretical framework and the methodological procedures are discussed. The purpose of the study is to contribute to a broader understanding of the Early Childhood Education and Care (ECEC) institution as a learning area. The ECEC institution as a learning area is illuminated from three perspectives: A present political perspective, a perspective of change, and a professional perspective. The political studies are based on an OECD document and Norwegian White Papers. Further, preschool teachers were interviewed to illuminate how they comply with and construe political guidelines. The dissertation’s research question is: Which learning discourses can be identified in the official recontextualising field, and how does the pedagogical recontextualising field comply with and construe the various learning discourses? The dissertation is based on Basil Bernstein’s theoretical framework, and critical discourse analysis is the methodological approach. How various phenomena are put into words and creation of meanings (meaning- making), are central in the dissertation. The three articles illuminate a broad picture of the ECEC institution as a learning area. The first article presents various learning discourses based on an analysis of the OECD document Quality Matters. Early Childhood Education and Care. Norway, and the Norwegian White Paper Framtidens barnehage. This article’s research question is: What characterizes the learning discourse in OECD and Norway? The analysis show tendencies to stronger state control, standardization of ECEC institution content, and a stronger degree of individualization. OECD recommends clearer curricula for ECEC institutions and more specific learning requirements. However, maintenance of the ECEC institution’s autonomy, a de-standardization of the content, and a broad orientation to learning are also part of the learning discourse. The research question in the second article is: Which pedagogic identities are represented in Norwegian White Papers about ECEC institutions from the 1970s until today? Various learning discourses are evident in the different documents, and Bernstein’s theory of pedagogic identities is used to discuss these. Further, the article discusses various changes and what kind of knowledge the state legitimizes. A key point is that a prospective identity is more prominent, but at the same time, de-centred pedagogic identities are emerging. The research question in the third article is: In what way do preschool teachers in ECEC institutions position themselves as agents viewed in the light of the increase in state control of the content of ECEC institutions? This article emphasizes the role of preschool teachers as agents. Discourses are construed by active agents in the pedagogic recontextualising field. Preschool teachers’ relative autonomy is of importance for their positioning. Relations and dynamics between the official and pedagogic recontextualising field is fundamental in this article. All together the three articles describe various changes the ECEC institution as a learning area has undergone. The two first articles states that Norwegian ECEC policy builds on complex and contradicting learning discourses, and the last article highlights the preschool teachers as agents. A central unresolved question is what from the official recontextualising field will be legitimate, and in what way the pedagogical recontextualising field will construe, accept or resist political priorities.nb_NO
dc.description.abstractSammendrag Avhandlingen er delt inn i tre delstudier og en overbyggende kappe. Hensikten med studien er å bidra til en bredere forståelse av barnehagen som læringsarena. Barnehagen som læringsarena er belyst fra tre perspektiv: Et nåtidig utdanningspolitisk perspektiv, et endringsperspektiv og et profesjonsperspektiv. Dokument fra OECD og norske stortingsmeldinger rettet mot barnehagen er utgangspunkt for analyse av politiske føringer. I tillegg har jeg intervjuet åtte barnehagelærere for å få løfte fram hvordan de møter og fortolker politiske føringer. Problemstilling for avhandlingen er: Hvilke læringsdiskurser kan identifiseres i det offisielle rekontekstualiseringsfeltet, og hvordan møtes og fortolkes ulike læringsdiskurser i det pedagogiske rekontekstualiseringsfeltet? Basil Bernstein er et overbyggende teoretisk rammeverk, mens kritisk diskursanalyse er valgt som metodisk tilnærming. Hvordan ulike fenomen omtales og meningsskaping er et sentralt forankringspunkt i prosjektet. De tre artiklene beskriver et bredt bilde av barnehagen som læringsarena. I den første artikkelen beskrives læringsdiskurser slik de fremstår i OECD-dokumentet Quality Matters. Early Childhood Education and Care. Norway, og i den norske stortingsmeldingen Framtidens barnehage. Problemstillingen for artikkelen er Hva karakteriser læringsdiskursen i OECD og Norge? Analysene viser at det er tendenser til en sterkere statlig styring, standardisering og en individorientering når det kommer til læring i barnehagen, og at OECD anbefaler et tydeligere læreplanverk med mer spesifikke læringskrav. Samtidig er en bevaring av barnehagens autonomi, destandardisering og en fellesorientering også er en del av læringsdiskursen. Problemstillingen i den andre artikkelen er Hvilke pedagogisk identiteter er undrepresentert i norske stortingsmeldinger om barnehagen fra 1970-årene og fram til i dag? Med utgangspunkt i en analyse av ulike læringsdiskurser i norske stortingsmeldinger i denne perioden, drøftes diskursene i lys av Bernsteins teori om pedagogisk identitet. Videre drøftes hva som er stabilt og hva som har forandret seg, og hva slags kunnskap som i dag legitimeres fra statlig hold. Et sentralt poeng er prospektive identiteter har fått en mer framtredende plass, og at nye, lokale identiteter er i ferd med å vokse fram. I den tredje artikkelen er problemstillingen: På hvilken måte posisjonerer barnehagelærere seg som aktører som følge av sterkere statlig styring over barnehagens innhold? I denne artikkelen løftes barnehagelærere fram. Diskurser overføres ikke direkte fra ett felt til et annet, men de fortolkes av aktivt handlende aktører. Muligheten for fortolkning er også avhengig av barnehagelærernes relative autonomi. Barnehagelærernes posisjoneringer belyses dermed med utgangspunkt i muligheter for autonomi. Forholdet og dynamikken mellom det offisielle og det pedagogiske rekontekstualiseringsfeltet er dermed et grunnleggende premiss for denne artikkelen. De tre delstudiene kan ses som en enhet som til sammen gir et bilde av barnehagen som læringsarena i endring. De to første artiklene viser at norsk barnehagepolitikk bygger på ulike og til tider motstridende læringsdiskurser, mens artikkel 3 beskriver endringene slik som barnehagelærerne erfarer dem, og løfter i tillegg fram barnehagelærerne som aktive aktører. Spørsmålet er hva som vil prioriteres og legitimeres i det offisielle rekontekstualiseringsfeltet framover, hvordan politiske prioriteringer fortolkes, hva som vil aksepteres og hva som vil møte motstand i det pedagogiske rekontekstualiseringsfeltet.nb_NO
