Abstract

Et problem veldig mange etater sliter med når det gjelder sluttdokumentasjon VA-anlegg og ledninger, er det at leveranse innen tidsfristen ikke blir overholdt og at dokumentasjonen ikke svarer til kravene som er stilt. Forsvarsbygg er blant dem som har slitt med dette, og som ønsket ett studie på mulige årsaker til dette. Denne oppgaven ser inn på denne problematikken, og de deler som kan være med på å påvirke sluttresultatet. Det er da sett på faktorer hos de som bestiller et prosjekt (etat), og de som utfører prosjektet (entreprenør). Fremgangsmåten har vært en metodetriangulering mellom kvalitative og kvantitative intervjuer, og noen post-enquete. Det er er foretatt intervjuer hos både 7 etater og 7 entreprenører for å belyse to sider av problematikken. Her er det lagt vekt på følgende: - Hvordan informasjonen rundt sluttdokumentasjonen blir formidlet i prosessen. - Hvilke krav som stilles, og hvordan dette presenteres. - Hva som ligger i kravet SOSI-format etter SOSI-standard. - Hvordan kravene presenteres i anbudsfiler. - Utfordringer ved dokumentasjon av VA-anlegg og ledninger og hvordan disse løses. - Håndtering når sluttdokumentasjon leveres med feil kvalitet. - Hva som er viktige faktorer i en «suksessfull metode». Studiet presenterer et forslag til en metode som er ment å bidra til å løse dette problemet, samt noen forbedringspotensialer hos Forsvarsbygg sine rutiner.

An issue many government agency are struggling with when it comes to final documentation of Water and sewage facilities and wires, is that delivery by the deadline are not complied with and that the documentation does not correspond to requirements set. NDEA is among those who have struggled with this, and who wanted a study in possible reasons for this.This thesis looks into this issue, and those parts that may be involved in influencing the final result. It is looked into the factors among those who book a project (agency), and those who carry out the project (entrepreneurs). The method has been a triangulation of methods between qualitative and quantitative interviews, and some post-Enquete. It is carried out interviews with both 7 agencies and 7 entrepreneurs to illuminate two sides of the issue. Here the emphasis is in the following: - How the information about the final documentation is being conveyed in the process. - What are the requirements and how it is presented. - What is meant by SOSI format according to SOSI standard. - How requirements are presented in the tendering files. - Challenges with documentation of Water and sewage facilities and wiring and how they are solved. - Handling when final documentation are delivered with the wrong quality. - What are the key factors in a "successful method." The study present a proposal for a method that is supposed to help solve this problem, as well as some improvement potentials in NDEA’s routines.
