dc.description.abstractSammendrag av avhandlingen: Hva kjennetegner samtaler mellom nyankomne enslige asylbarn og miljøarbeidere i barnevernet? Hvordan deltar barna, og hvordan kan deres deltakelse eller ikke-deltakelse forstås? Dette er de overordna spørsmålene i dette doktorgradsprosjektet som tar utgangspunkt i det juridiske og etiske prinsippet om barns deltakelse, og undersøker deltakelse som et interaksjonelt fenomen – som noe som må gjøres eller realiseres i faktiske samtaler mellom barn og voksne. Materialet i prosjektet er innhenta gjennom et etnografisk feltarbeid på et omsorgssenter for enslige mindreårige asylsøkere. Konkrete metoder er deltakende observasjon, uformelle samtaler med barn og miljøarbeidere, samt opptak av et sett standardiserte, skjemabaserte samtaler mellom barn og miljøarbeidere. Det er disse samtalene som utgjør det primære materialet i prosjektet, mens det etnografiske materialet utgjør et sekundærmateriale. Til sammen analyseres dette materialet gjennom en tostegsanalyse – først en samtalenær analyse, der kun samtaleinterne forhold blir beskrevet og analysert, og deretter en bredere kontekstuell analyse der jeg trekker inn etnografisk innsikt, miljøarbeidernes egne forståelser og refleksjoner, samt annen empiri. Et hovedfunn i studien er at barna er svært lite deltakende i de analyserte samtalene – både kvantitativt og innholdsmessig: De har få samtalebidrag sammenligna med miljøarbeiderne, de har svært få initiativer og utvida responser og de bringer i liten grad inn egne temaer og perspektiver i samtalen. De bidragene de har, blir dessuten i liten grad fulgt opp og anerkjent av miljøarbeiderne. Dette tolker jeg som et resultat av det bundne samtaleformatet som miljøarbeiderne i stor grad følger på en prosedyriell og mekanisk måte: De synes mer opptatt av å følge skjemaet og komme gjennom punktene i det, enn av å etablere et godt samtaleklima, skape forståelse, lytte til og anerkjenne det barna forteller. Dette virker objektiverende og fremmedgjørende på barna, som har få forutsetninger for å forstå samtalene, temaene og perspektivene, og som ofte er usikre på de voksne rundt seg og på den nye tilværelsen i Norge. Denne fremmedgjøringa kan imidlertid forstås som et resultat av at miljøarbeiderne sjøl er fremmedgjorte – faglig og profesjonelt sett: De er pålagt å bruke skjemaer og følge prosedyrer de sjøl ikke mener er hensiktsmessige, og heller ikke alltid forstår, noe de opplever som frustrerende og lammende. En sentral diskusjon i prosjektet er derfor hvordan institusjonelle føringer, økte krav til standardisering og mindre rom for profesjonelt skjønn kan virke fremmedgjørende ikke bare på barn/bruker, men også på profesjonsutøvere.nb_NO
dc.description.abstractSummary of the thesis: What characterizes the communication between newly arrived unaccompanied asylum-seeking minors and social workers in child protection? How do the children participate in conversations, and how can their participation or non-participation, be understood? These are the overarching questions in this thesis, which focuses on the legal, ethical and professional principle of children’s participation, and examines participation as an interactional phenomenon – something that must be done or achieved in actual conversations between children and adults. The material was collected through an ethnographic fieldwork in a care center for unaccompanied asylum-seeking minors. Specific methods were participant observation, informal conversations with children and social workers, as well as recordings of a set of standardized conversations between children and social workers. These conversations constitute the primary material in the thesis, while the ethnographic material constitutes a secondary material. Altogether, the material is analyzed in a two-step analysis consisting of a detailed interactional analysis, and a broader contextual analysis. A main finding is that the participation of the children is very low – both in terms of quantity and content: The children have few conversational contributions compared to the social workers, they hardly take initiatives or contribute with expanded responses, and they do not introduce their own topics or perspectives in the conversations. Even in the rare cases where the children’ contributions are expanded, these contributions are not acknowledged by the social workers. My interpretation is that these interactional patterns are caused by the strict, agenda-bound conversation format, which the social workers follow in a formal and mechanical way. They seem to be more focused on following the forms and procedures, than on establishing a good conversational climate, creating understanding, building a trustful relationship and listening to what the children are actually telling. This has an objectifying and alienating effect on the children, who have few opportunities to understand the conversations, topics and perspectives, and who are often uncertain about the adults they meet, their situation, and new life in Norway. The children’s alienation can however be understood as a result of the social workers themselves being alienated – professionally: The social workers are required to use forms and follow procedures they themselves may deem inappropriate and incomprehensible. This, in turn, seems to generate frustration and inflexibility among them. In sum, findings indicate that institutional constraints, increased demands for standardization and less room for professional judgment can be alienating for both social workers and children.nb_NO
