Denne masteroppgaven har hatt følgende problemstilling: «Hvordan ser kommunene i Rogaland på sin egen rolle, og statens rolle, i endringsprosessene knyttet til klimatilpasningsarbeidet?»
Oppgaven bygger på et teoretisk fundament innen endringsledelse, med særlig vekt på Kotters åttetrinnsmodell for endring. Gjennom en tverrsnittsundersøkelse av kommunedirektører og planansvarlige i kommunene i Rogaland har vi samlet inn synspunkter og tanker knyttet til statusen på endringsarbeidet med klimatilpasning. Undersøkelsen har vært rettet mot det administrative nivået og har ikke inkludert den lokalpolitiske dimensjonen.
Resultatene fra undersøkelsen viser at arbeidet med klimatilpasning i noen grad har en forankring både lokalt og strategisk, men at 2/3-deler av kommunene ikke har gjennomført nødvendige tiltak for å sikre seg mot konsekvensene av klimaendringer. Videre viser undersøkelsen tydelig at kommunene oppfatter at verken de selv, eller staten, i vesentlig grad tar de nødvendige grepene for å sikre klimatilpasning i kommunene. This master's thesis has addressed the following research question: 'How do municipalities in Rogaland perceive their own role, and the role of the state, in the processes of change related to climate change adaptation?'
The thesis is grounded in the theory of change management in general, and Kotter's eight-step model for change in particular. Through a cross-sectional survey of chief executive officers and planning officers in the municipalities of Rogaland, we have gathered perspectives and thoughts related to the status of climate change adaptation change efforts. The survey has been focused on the administrative level and has not included the local political dimension.
The survey results indicate that the work on climate adaptation is to some extent anchored both locally and strategically, but that two-thirds of the municipalities have not taken necessary actions to safeguard against the consequences of climate change. Furthermore, the survey clearly shows that municipalities perceive neither themselves nor the state as taking the necessary steps to ensure climate change adaptation in the municipalities.
