dc.description.abstract | Problemstilling: Hvordan påvirker standardiserte beslutningsprosesser, som er
basert på individorientert pleie- og omsorgsstatistikk, kvaliteten på tjenestene i
vernepleiefaglig praksis innenfor den kommunale helse- og omsorgstjenesten?
Introduksjon/bakgrunn: Kvaliteten på helse- og omsorgstjenester sier noe om
hvor, hva og hvordan tjenestene som utgis er basert på ulike indikatorer.
Helsepersonell innenfor den kommunale helse- og omsorgstjenesten står stadig
ovenfor beslutninger sammen med og på vegne av tjenestemottaker. Beslutninger
som er med på å danne hva slags tjenestetilbud pasient eller bruker mottar. Disse
beslutningene vil dermed inngå i et større perspektiv, hvor data, statistikk og
variabler, vil være en avgjørende faktor for tjenestetilbudet.
Hensikt: Hensikten med litteraturstudier er å opplyse helsepersonell i
vernepleiefaglig praksis om hvordan data om tjenestemottaker, ved for eksempel
ADL-kartlegging, er med på å bidra til ressursutbytte i helse- og omsorgstjenestene i
kommunal sektor. Hvordan innhentet datamateriell som er innhentet på kommunalt
nivå er med på å tydeliggjøre hvor viktig kvaliteten av kartleggingen er for
tjenestemottakers behov. Det er også viktig å inneha kunnskap om konsekvensene
ved feilberegnede data og statistikk, samt konsekvenser som er til nytte for
tjenestemottaker.
Metode: Oppgaven er bygget på fagfellevurderte forskningsartikler fra ulike
databaser som er med på å støtte opp under problemstillingen. For at disse
forskningsartiklene skal bygge opp tillit, inneholder oppgaven også faglitteratur som
er med på å støtte opp under forskningsartiklene og problemstillingen.
Resultat: Ulikheten i bruken av data av tjenestemottaker kan vises å være betydelig
for tjenesteutfallet. Ressurser og helsehjelp blir rekvirert fra høyere hold på nasjonalt
nivå som ikke har kjennskap til tjenestemottaker. Helsepersonell ser på dataene som
noe som må gjøres, og som skal bli rapportert til et høyere hold. Kartleggingen er
viktig i forbindelse med vernepleiefaglig arbeid, da dette er med på å synliggjøre hva
brukeren trenger og har krav på av tjenester. Samtidig så ser man viktigheten i
bruken av data og statistikk på nasjonalt nivå hvor man få innsikt av
tjenestekvaliteten i kommunene. Ledere over etater innen helse- og omsorg ser på
disse kvalitetsindikatorene som et nyttig virkemiddel for forbedring av
tjenestekvaliteten.
Konklusjon: Ulikhetene i bruken av statistikk og data kan vise seg å være betydelig
for resultatet av kvalitetene av tjenestene som gis. Tjenestene som gis baserer seg
på et grunnlag som forteller noe om hva brukeren trenger av bistand og hvilken
helsehjelp som er nødvendig for tjenestemottaker. Hvis tjenestene baserer seg på
data og statistikk i lederens formål, kan mye handle om økonomi. Det vil derfor av
og til bli utgitt uforsvarlige tjenester til tjenestemottaker på grunnlag av dette. På
nasjonalt nivå vil dataene belyse hvordan tjenestene i helse- og omsorgstjeneste i
ulike kommuner «klarer seg», og hvordan ledere kan sammenligne seg selv med
andre, «bedre» kommuner.

dc.description.abstract | Title/Topic question: How do standardized decision-making processes, based on
individual-oriented care and welfare statistics, impact the quality of services in
professional practice within municipal healthcare services?
Introduction/background: The quality of healthcare services indicates about
where, what, and how the services provided are based on various indicators.
Healthcare personnel within municipal healthcare services are continually faced with
making decisions together with and on behalf of the receivers of the services.
Decisions that help what kind of service the patient or user receives. These decisions
will be a part of a larger perspective, where data, statistics and variables, will be a
significant factor for the offering of services.
Purpose: The purpose is to inform health personnel in nursing practice about how
data on the receivers of the services, for example through ADL-mapping, helps to
contribute to resource utilization in healthcare services in the municipal. How data
collected at a municipal level helps to clarify how important the quality of the
mapping is to the receivers of the service’s needs. It is also important to have
knowledge of the consequences of miscalculated data and statistics, and the positive
consequences.
Method: The assignment is based on peer-reviewed research articles from various
databases that helps to support the problem issue. For these research articles to
build trust, the proposition also contains fact-based literature which helps to support
the research articles, but also the problem issue.
Results: The difference in the use of data on the receivers of the services can be
shown to be significant for the service outcome. Resources and health care are
requested from superiors at a national level who have less knowledge of the
receivers of the services. Healthcare personnel see the data as something that needs
to be done, and that must be reported to a higher level. The mapping is important in
connection with professional work, as this helps to make visibilities on what the user
needs and is entitled to in terms of services. At the same time, you see the
importance of the use of data and statistics at national level, where you gain insight
into the municipalities, where the superiors of the departments see this as a useful
tool for improving the quality of services.
Conclusion: The differences in the use of statistics and data can prove to be
significant for the result of the quality of the services provided. The services provided
are based on a basis that tells something about what the user needs in terms of
assistance and what healthcare is necessary for the receivers of the services. If the
services are based on data and statistics in the superiors’ purpose, a lot can be about
the financial. Unreasonable services will therefore occasionally be released to the
receivers of the services on this basis. At a national level, the data will lean-to how
the services in healthcare services in different municipalities 'do', and how managers
can compare themselves with other, 'better' municipalities.
