En empirisk analyse av bistandsallokering
Abstract
Bistand, også kjent som utviklingshjelp, er støtte som gis til mindre utviklede land. Denne oppgaven søker svar på hvilke egenskaper som gjør at land klassifisert som lavinntektsland og lavere mellominntektsland tiltrekker seg bistand. I hoveddelen benytter vi tverrsnittsdata fra 1996 og 2016 for å undersøke effekten av kvalitet på institusjoner og bruttonasjonalprodukt per innbygger på bistandsallokering. Videre utvider vi oppgaven ved å se på bistandsallokeringen til stormaktene Frankrike og USA. Totalt gjennomfører vi fire regresjonsanalyser. Oppgaven starter med å presentere tidligere forskning og litteratur, før vi gjennomfører en multilineær regresjonsmodell. I oppgaven begrenser vi fokuset til allokeringen av bilateral bistand, slik at vi ser på den direkte bistanden gitt fra giverlandet til mottakerlandene, og ikke gjennom multilaterale institusjoner. Resultatene fra analysen viser at når vi ser på den samlede bistandsallokeringen fra alle DACland, finner vi at land med god kvalitet på institusjoner tiltrekker seg bistand i både 1996 og 2016. I 2016 gis bistand på et mer systematisk vis, ved at kvalitet på institusjoner og BNP per innbygger også har en betydning for bistandsallokeringen. Videre viser analysen at egenskapene ved lavinntektsland og lavere mellominntektsland som tiltrekker seg mest bistand, varierer i forhold til giverlandet. Vi finner at bistand gitt fra Frankrike har en signifikant sammenheng med deres tidligere kolonier, mens i USA er det i større grad fattigdomsnivået som spiller en betydelig rolle. Aid, also known as development assistance, is support given to less developed countries. Thisassignment seeks answers to what characteristics make countries classified as low-income andlower middle-income countries attract aid. In the main section, we use cross-sectional data from1996 and 2016 to examine the effect of the institutional quality and gross domestic product percapita on aid allocation. Furthermore, we extend the task by looking at aid allocation from majornational powers like France and the USA. We conduct four regression analyses in total. Theassignment begins by presenting previous research and literature, before conducting a multilinearregression model. In this task, we limit the focus to the allocation of bilateral aid, so we look atthe direct aid given from the donor country to the recipient countries, and not throughmultilateral institutions.The results of the analysis show that when we look at the total aid allocation from all DACcountries, we find that countries with good institutional quality attract aid in both 1996 and2016. In 2016, aid is given in a more systematic way, with the quality of institutions and GDPper capita also playing a role in aid allocation. Further, the analysis shows that the characteristicsof low-income and lower middle-income countries that attract the most aid vary in relation to thedonor country. We find that aid from France has a significant correlation with their formercolonies, while in the USA, it is largely the level of poverty that plays a significant role.
