Undomssatsingen i NAV

Abstract

Ungdom har vært en prioritert gruppe i NAV systemet over en lengre periode. De har vært prioritert i den forstand at NAV har hatt fokus på å få unge ut i arbeidsrettet aktivitet, utdanning og ordinært arbeid. Det har vært en rekke forsøk på å forsterke innsatsen for de unge, gjennom ulike initiativer, tiltak og nå en ny forskrift. Forskriften med navnet ungdomsgarantien tar med seg en rekke momenter fra tidligere arbeid for å styrke innsatsen i ungdomsarbeidet i NAV. Det er også en rekke likheter mellom NAV sin ungdomsgaranti og EU sin ungdomsgaranti som man kan finne innført i en rekke europeiske land. Gjennom oppgaven skal det sees på hvordan NAV har jobbet med en styrket ungdomsinnsats, og hvordan det kan påvirke utøvelsen av sosialt arbeid i NAV. Det vil derfor også belyses hvordan det sosiale arbeidet i NAV er, spesielt i forhold til ungdom. For å finne kvaliteten bak NAV sitt ungdomsarbeid skal det sees i sammenheng med EU sin ungdomsgaranti og tidligere initiativ i NAV.

Young people have been a prioritized group in the NAV system for a long time. They have been prioritized in the sense that NAV has focused on getting young people into workoriented activities, education and ordinary work. There have been a number of attempts to strengthen efforts towards young people, through various initiatives, measures and now a new regulation. The regulation with the name “ungdomsgarantien” has built upon a number of elements from previous work to strengthen efforts within youth work in NAV. There are also a number of similarities between NAV's youth guarantee and the EU's youth guarantee, which takes place in a number of European countries. Through the thesis, it will be seen how NAV has worked with a strengthened youth effort, and how this can affect the practice of social work in NAV. It will therefore also shed light on what the social work in NAV is like, especially in relation to young people. In order to find the quality behind NAV's youth work, it must be seen in the context of the EU's youth guarantee and previous initiatives within NAV.
