Oppsøkende arbeid. Hvordan kan barnevernet forebygge rus og ungdomskriminalitet utenfor kontorets fire vegger?

Abstract

I denne oppgaven skal jeg diskutere hvordan barnevernet kan forebygge rusbruk og ungdoms-kriminalitet utenfor kontorets fire vegger. Rus og ungdomskriminalitet er et komplekst tema med mange utfordringer. Årsakene til hvorfor ungdom faller utenfor er komplekse og det kan være mange ulike grunner til det. Utenforskap i samfunnet er kjent innenfor denne gruppen og de har ofte erfart en dårligere oppvekst enn andre ungdommer.

I oppgaven vil det bli redegjort for forebygging gjennom oppsøkende arbeid og hvor-dan denne tilnærmingen blir brukt i arbeid med utsatt ungdom. Det vil bli lagt vekt på å utdy-pe om tilstedeværelse over tid og relasjonsbygging for å vise hvor viktig de er for et godt end-ringsarbeid. Teoridelen vil også ta for seg hva som er målgruppen og hva som skiller dem ut i felten. Det teoretiske rammeverket vil også utdype seg i marginalisering blant utsatt og sårbar ungdom og ta for seg hovedaspekter med disse ungdommene. Dette er for å kunne se på årsa-kene til hvorfor denne gruppen ungdom faller utenfor det generelle samfunnet. Det oppsøk-ende arbeidet til Uteseksjonen i Trondheim vil bli dratt frem for å se på utviklingen til proble-matikken og aktuelle trender i målgruppen. Diskusjonsdelen vil belyse positive sider med fo-rebygging gjennom oppsøkende arbeid og diskutere viktigheten av en slik tilnærming. Det vil også bli dratt frem hvilke utfordringer man kan møte på gjennom det oppsøkende arbeidet og hvordan det kan påvirke endringsarbeidet i møte med ungdommer.

Sett på som en helhet vil oppgaven ta for seg viktige aspekter med det oppsøkende arbeidet og diskutere både viktigheten med en slik tilnærming til denne målgruppen, men også ta for seg utfordringer med et slikt endringsarbeid. Oppgaven vil ha litteraturstudie som metode, der det blir brukt relevant teori og annen litteratur for å belyse problemstillingen og underbygge argumentasjonen i diskusjonen.

In this thesis, I will discuss how child welfare services, through outreach work, can prevent substance misuse and youth crime. Substance misuse and youth crime are complex issues that present many challenges. The reasons why youth become marginalized are multi-faceted, and there can be various factors contributing to it. Marginalization is prevalent within this group and compared to other groups of youths, it often stems from adverse childhood experiences.

This thesis will look closer on prevention through outreach work and how this approach can be applied to vulnerable youth. The focus will be on the importance of working closely with the group of youth for a longer period of time and building relationships to facilitate change. The theoretical part will address who the target group is and how this group stands out in the field. The theoretical framework will further explore marginalization among vulnerable and at-risk youth and the main aspects of these youths. This is essential for understanding the reasons behind the social exclusion from mainstream society. The outreach work conducted by an out-reach support service in Trondheim will be highlighted to explore the development of the is-sues, as well as trends within the target group. The discussion part of this thesis will draw on the positive aspects of prevention through outreach work and discuss the importance of this approach. It will also address the challenges encountered in outreach work and how they may impact attempts to change.

As a whole, this thesis will address key aspects of outreach work and discuss both the importance of this approach, but also the challenges associated with it when it comes to facilitat-ing change. The thesis will use a literature review methodology. Relevant theory and other literature will be used to explore the research question and to substantiate the findings in the discussion part of the thesis.
