Kommunesammenslåing i Orkland Kommune; Sentralisering og dens innflytelse på lokalsamfunnet

Abstract

Denne avhandlingen handler om utforskning av kommunesammenslåing i Orkland kommune, med spesiell vekt på Lensvik som et lokalt eksempel. Denne studien har avdekket noen av de komplekse dynamikkene som sentralisering har ført med seg. Sentralisering, en praksis med å flytte makt, ressurser og tjenester til sentrale områder på bekostning av landlige og rurale områder, har vært et viktig tema i debatten om kommunereformen. I denne oppgaven er der kastet lys på noen ulike implikasjoner av sammenslåingsprosesser for lokalsamfunnet og regionen som helhet. Gjennom å utforske har studien sett på planleggingsstrategiene bak sammenslåingen og presentert teoretiske rammeverk som bysamfunn, lokalsamfunn, sentralisering, og sted og identitet. Disse teoretiske rammene har bidratt til å forstå de underliggende mekanismene som driver sentraliseringsprosessen, samtidig som de har gitt et analytisk verktøy for å evaluere konsekvensen av denne prosessen på lokalsamfunnet, spesielt i Lensvik. I metodedelen av oppgaven blir en kvalitativ tilnærming representert, med bruk av intervjuer av innbyggere i Lensvik for å få innsikt i deres personlige opplevelser av sammenslåingsprosessen. Denne tilnærmingen anses som passende i denne oppgaven for å fange opp kompleksiteten og dybden i innbyggernes erfaringer og reaksjoner på endringene som følger av sammenslåingen. I diskusjonen av studien belyses ulike områder der sentraliseringen har hatt betydelig endringer, spesielt når det gjelder helse- og utdanningstjenester. Studien trekker også oppmerksomhet mot betydningen av stedsidentitet i innbyggernes reaksjoner på sentraliseringsprosessen. Lensviks sterke bånd til historie og kulturelle arv kan ha formet hvordan lokalsamfunnet har reagert på sammenslåingen, med noen som uttrykker frustrasjonen over tapet av lokale tjenester, mens andre viser forståelse for kommunens beslutninger. Samlet sett illustrere denne oppgaven hvordan sentraliseringen påvirker ulike aspekter av livet i Lensvik og andre utkantstrøk i Orkland kommune. Den utfordrer lokale myndigheter til å finne en balanse mellom økonomiske hensyn og bevaring av lokal kommunesammenslåingens innvirkning på lokalsamfunn.

This thesis is about the exploration of municipal mergers in the Orkland municipality, with a particular focus on Lensvik as a local example. This study has uncovered some of the complex dynamics of centralization. Centralization, a practice of shifting power, resources, and services to central areas at the expense of rural areas, has been a significant topic in the debate about municipal reform. This thesis sheds light on various implications of merger processes for the local community and the region. Through exploration, the study has examined the planning strategies behind the merger and presented theoretical frameworks such as urban communities, local communities, centralization, place, and identity. These theoretical frameworks have helped us understand the underlying mechanisms driving the centralization process while providing an analytical tool to evaluate the consequences of this process on the local community, especially in Lensvik. In the methodology section of the thesis, a qualitative approach is represented, using interviews with residents of Lensvik to gain insight into their personal experiences of the merger process. This approach is considered appropriate in this thesis to capture the complexity and depth of residents' experiences and reactions to the changes resulting from the merger. In the discussion of the study, various areas where centralization has led to significant changes are highlighted, especially concerning health and education services. This has contributed to concern among residents, and this imbalance in resource allocation may contribute to increased migration and mistrust in authorities. The study also draws attention to the importance of place identity in resident´s reactions to the centralization process. Lensvik´s strong ties to history and cultural heritage may have shaped how the local community has responded to the merger, with some expressing frustration over the loss of local services, while others show understanding of the municipality's decisions. Overall, this thesis illustrates how centralization affects various aspects of life in Lensvik and other peripheral areas in the Orkland municipality. It challenges local authorities to find a balance between economic considerations and preserving the impact of local municipal mergers on communities.
