Planleggingsprosessen rundt utbygging av Elinor Batteries i Orkland kommune: Aktørenes involvering og vekting av utviklingsmål

Abstract

Studien tar sikte på å analysere planleggingsprosessen for et prosjekt med å bygge en batterifabrikk i Orkland kommune. Tre intervjuer ble gjennomført med nøkkelaktører: en forsker på forvaltnings- og miljørettslige temaer, en representant fra Statsforvalterens kommunal- og justisavdeling og en representant fra Orkland kommunes plan- og byggesaksavdeling. Resultatene er organisert i tre hovedtemaer. Først diskuteres planprosessen og aktørenes involvering. Det fremheves hvordan privat initiativ kan styre planprosessen, kommunens rolle som planmyndighet og statsforvalterens funksjon som høringsinstans. Deretter utforskes påvirkningen av nasjonale forventninger og strategier, med fokus på konflikten mellom ulike målsettinger som bærekraftig utvikling og grønn industri. Til slutt drøftes hvordan dette prosjektet skiller seg ut fra andre planprosjekter, med vekt på størrelsen på planen og graden av initiativtakers involvering. Studien understreker kompleksiteten i planleggingsprosessen, hvor ulike aktørers interesser og nasjonale mål må balanseres for å oppnå en bærekraftig løsning. Det fremheves også behovet for fleksibilitet og kompromissvilje blant aktørene for å navigere gjennom kompleksiteten i planleggingsprosessen.

The study aims to analyze the planning process for a project to build a battery factory in Orkland municipality. Three interviews were conducted with key stakeholders: a researcher on administrative and environmental legal issues, a representative from the County Governor's municipal and justice department, and a representative from Orkland municipality's planning and building department. The results are organized into three main themes. First, the planning process and stakeholders' involvement are discussed. It is emphasized how private initiative can drive the planning process, the municipality's role as planning authority, and the County Governor's function as a consultation body. Then, the influence of national expectations and strategies is explored, focusing on the conflict between different objectives such as preserving key nature areas and industrial development. Finally, how this project differs from other planning projects is discussed, with an emphasis on the size of the plan and the degree of initiative-taker involvement. The study underscores the complexity of the planning process, where the interests of various stakeholders and national goals must be balanced to achieve a sustainable solution. It also highlights the need for flexibility and willingness to compromise among stakeholders to navigate through the complexity of the planning process.
