Skoler med kapasitetsproblemer sett i en plansammenheng - vurdering av behov for utbygging

Abstract

I dette prosjektet har jeg drøftet rundt problemstillingen «hvordan vurderes behov for skoleutbygging i en plansammenheng, med Tonstad skole som eksempel. Det er også delproblemstillinger som blir diskutert i oppgaven med følgende spørsmål «Er prosessen rundt Tonstad skole sine kapasitetsproblemer lik ved lignende bydeler som opplever eller har opplevd samme problem. Den siste problemstillingen er knyttet til «at det er kostnadene som er den største årsaken til at prosessene blir slik innenfor utviklingen av et område. Hensikten med oppgaven har vært å finne svar på hvordan kapasitetsproblemene som oppstår blir håndtert i et planleggingsperspektiv. Gjennom prosjektet har jeg innhentet teori om planlegging som system, fortetting og medvirkning blant annet. Oppgaven benytter kvalitativ metode og det er gjennomført flere intervjuer under prosjektet for å få kunnskap om skoleutbyggingsprosessen fra de som arbeider med dette. Resultatet viser at det blir laget prioriteringslister for hvilke skoler som har størst behov. På disse listene er det faktorer som kapasitet og alder på skole som avgjør mest, men grad av medvirkning fra samfunnet kan også spille inn. Det kommer også tydelig frem at dette ikke er et spesielt tilfelle ved Tonstad skole, men noe som gjenspeiler seg flere steder i kommunen. Økonomien i planleggingsprosessen påvirker også i stor grad de løsningene man lager.

In this project, I have discussed the problem of "how to assess the need for school development in a planning context, with Tonstad school as an example. There are also sub-thesis questions that are discussed in the project with the following question: "Is the process around Tonstad School's capacity problems similar to other districts that experience or have experienced the same problem. The last problem is related to "that it is the costs that are the biggest reason why the processes are like this within the development of school. The purpose of the assignment has been to find answers to how the capacity problems that arise are handled from a planning perspective. Through the project, I have acquired theory about planning as a system, densification and participation, among other things. The assignment uses a qualitative method and several interviews have been conducted during the project to gain knowledge about the school development process from those who work with it. The result shows that priority lists are made for which schools have the greatest need. In these lists, it is factors such as capacity and age at school that determine the most, but the degree of participation from society can also play a role. It is also clear that this is not a special case at Tonstad school, but something that is reflected in several places in the municipality. The economics of the planning process also greatly influence the solutions that are created.
