Franske formannskap i Rådet for Den europeiske union

Abstract

Frankrike har vært en sentral aktør i utviklingen av Den europeiske union (EU). Gjennom en studie av landets formannskap i Rådet for Den europeiske union, ønsker oppgaven å finne ut hvordan Frankrike har søkt å prege EU over tid. I tillegg å bidra til en bedre forståelse av Frankrikes tilnærming til, og innflytelse på EU, vil oppgaven også belyse utfordringer knyttet til europeisk integrasjon sett fra et fransk perspektiv. Oppgaven tar for seg landets to siste formannskap i Rådet - ledet av presidentene Nicolas Sarkozy i 2008, og Emmanuel Macron i 2022. I Frankrike har man over lengre tid sett en synkende grad av tillit til EU som institusjon, og integrasjonsprosjektet blant befolkningen, samt utfordringer med å få flertall i folkeavstemninger om traktatutvidelser av unionen. Sist gang i 2005, ved folkeavstemmingen knyttet til den foreslåtte EU-grunnloven. Likevel blir landet sammen med Tyskland, sett på som en leder av unionen. Ved å anvende Jonas Tallbergs teoretiske rammeverk, analyserer oppgaven hvordan Sarkozy og Macron, gjennom arbeidsprogrammene til formannskapene, har søkt å forme resten av unionen ved hjelp av paraplybegrepet han kaller for agenda-shaping (agendautforming). Tallbergs perspektiv utfordrer tidligere antakelser om begrenset form for innflytelse ved formannskapet, og hevder på sin side at det er gode muligheter for å forme agendaen med nasjonale prioriteringer, og dermed påvirke EU. Gjennom analysen av de to franske formannskapene og bruk av Tallbergs rammeverk, finner oppgaven at Frankrike gjennom de to formannskapene har søkt å prege EU, gjennom å sette nasjonale prioriteter på agendaen til arbeidsprogrammet ved formannskapet, innenfor blant annet områder som sikkerhet og forsvar, samt energi og miljø.

France has been a key player in the development of the European Union. Through the study of the country's presidencies in the Council of the European Union, the thesis aims to find out how France has sought to influence the EU over time. In addition to contributing to a better understanding of France's approach to, and influence on the EU, the thesis will also highlight challenges related to European integration from a French perspective. The thesis focuses on the country's last two presidencies of the Council of the European Union - led by presidents Nicolas Sarkozy in 2008 and Emmanuel Macron in 2022. There has for a long time been a decline of trust from the French population towards the European Union, and the integration-project, as well as challenges in gaining a majority in referendums on treaty expansions of the Union. Latest in 2005, in the referendum to the Treaty establishing a Constitution for Europe. Nevertheless, the country, together with Germany, is seen as a leader of the union. Applying Jonas Tallbergs theoretical framework, the thesis analyses how Sarkozy and Macron, through their work programs for the presidencies, have sought to shape the rest of the Union using the umbrella concept he calls agenda-shaping. Tallbergs perspective challenges previous assumptions about the limited influence of the presidency, arguing that there is ample opportunity to shape the agenda with national priorities and thus influence the EU. Through the analysis of the two French presidencies and the use of Tallbergs framework, the thesis finds that France, through the two presidencies, has sought to influence the EU, by putting national priorities at their agenda for the program for their presidencies, in domains such as security and defence, as well as energy and the environment.
