EUs engasjement i Israel-Palestina konflikten: En vurdering av roller, utfordringer og utsikter

Abstract

Denne oppgaven tar for seg EUs rolle som konfliktløser i Midtøsten, nærmere bestemt konflikten mellom Israel og Palestina. EU har som hensikt å etablere og opprettholde verdensorden, gjennom å promotere internasjonalt samarbeid og styrke internasjonal sikkerhet. Med utgangspunkt i teorier i realisme og liberalisme, sentrale skoler innenfor feltet internasjonale relasjoner, benyttes disse teoriene i avdekkelse av problemstillingen. Formålet med oppgaven er å se på ulike aspekter rundt Israel/Palestina-konflikten, med EUs intensjoner om å få gjennom en tostatsløsning mellom de to konflikterende partene. Oppgaven baseres på en kvalitativ casestudie gjennom dokumentanalyse som inkluderer individer, grupper, organisasjoner og situasjoner. Funnene har som mål å avdekke interne og eksterne hull i EU og hvordan blant annet USA og ikke-statlige aktører forsøker å delta i konfliktløsningen. Hovedfunn viser hvordan interne problemer innad den palestinske fredsorganisasjonen hindrer EU i sitt arbeid i stats- og demokratibygging, samt hvordan voldsmonopolet i regionen utspiller seg og hvordan fraværet av internasjonal rett og lov eksisterer i konflikten.

This assignment examines the EU´s role as a conflict resolver in the Middle East, specifically focusing on the conflict between Israel and Palestine. The EU aims to establish and maintain world order by promoting international cooperation and enhancing international security. Drawing on theories of realism and liberalism, key schools of thought in the field of international relations, these theories are used to uncover the problem at hand. The purpose of the assignment is to explore various aspects of the Israel/Palestine conflict, with the EU´s intention to achieve a two-state solution between the two conflicting parties. The assignment is based on a qualitative case study through document analysis involving individuals, groups organizations, and situations. The findings aim to uncover internal and external gaps in the EU and how, among other factor, the USA and non-state actors attempt to participate in conflict resolution. Key findings reveal how internal problems within the Palestinian Peace Organization (PLO) hinder the EU´s work in state- and democracy-building, as well as how the monopoly of violence in the region plays out and how the absence of international law exists in the conflict.
