Sammendrag
I denne oppgaven har jeg benytte meg av en litteraturstudie for å undersøke hindringer for barnets medvirkning i barnevernets beslutningsprosesser. Organisasjonen ble identifisert som en potensiell hindring for barnets medvirkning. Spesialiserte team for ulike deler av arbeidsprosessen ser ut til å gjøre det vanskelig å etablere nødvendige relasjoner for at barn og unge skal kunne uttale seg. Barnevernsarbeiderens holdninger til medvirkning ble også trukket frem som et potensielt hinder. Innenfor dette ligger blant annet barnevernsarbeiderens tanke om at medvirkning ikke er nødvendig på grunn av begrenset handlingsvalg i beslutninger, at barnet kan ta skade av å delta, skjønnsutøvelse og tolkninger av loven, samt om barnevernsarbeideren tror medvirkning handler om at barnet skal bli lyttet til, eller få viljen sin. Kompetanse innenfor kommunikasjon med barn ble også trukket fram som et hinder for medvirkning. Avslutningsvis konkluderte jeg med at kompetanseheving i den kommunale barneverntjenesten er aktuelt i dagens samfunn, også innenfor medvirkning. Kompetansehevingen ser ut til å være viktig da det det finnes mange hinder for at medvirkning kan utføres godt nok i realiteten. Det kan med andre ord være et behov for større fokus på hva som ligger i ordet medvirkning og hvordan barnevernsarbeidere kan legge til rette for det. In this thesis, I will use a literature study to examine challenges for participation in the child welfare decision-making process. The organization was identified as a potential obstacle for participation. Specialized teams in the process of the case can seem to make it hard to establish necessary relations with the social worker. The social worker's view of participation was also highlighted as a potential challenge for participation. These includes the social workers view of participation as unnecessary, thoughts that participation can be harmful for the child, how the social worker view the law, and whether the child welfare worker emphasizing the process of participation or the final outcome. Another challenge seemed to be difficulties in the communication with children. At the end of this paper I reflect that the increased focus on child´s rights and focus on participation in the Norwegian child welfare is necessary, when it seems to be a number of challenges for participation in the child welfare decision-making process.
