Abstract
Offentlig-privat samarbeid har i dag blitt et av de viktigste metodene for levering av offentlige tjenester og infrastruktur. Likevel viser det seg å være et manglende felt i litteraturen på samspillet mellom to viktige faktorer – kontroll og tillit. Kontrollen har hensikt å etablere tydelige retningslinjer og prosedyrer for å sikre at avtalene blir fulgt. På den andre siden bidrar tillit til en oppmuntring til samarbeidsadferd. Av den grunn vil det være nødvendig å finne en riktig balanse. Denne studien søker dermed å forstå samspillet mellom kontroll og tillit i et OPS.Datamaterialet ble hentet gjennom semistrukturerte intervjuer og avtaler ved en enkeltcase av en videregående skole som er benyttet med OPS. Utvalget av informanter var likt fordelt på offentlig- og private aktører, noe som ga grunnlag for å sikre en helhetlig forståelse. Dette ga videre mulighet for å se etter opplevelser og relasjoner som en viktig del av tillitsfunksjonene ved samarbeidet. Avtalene derimot ga et dypere innblikk på kontrollfunksjoner gjennom detaljerte forpliktelser, insentiver og mekanismer. Ved å tufte dataen på eksisterende teori om prinsipal-agent teorien, OPS, kontroll og tillit vil kunne danne et grunnlag for en analyse til å besvare studiens hensikt. Public-private partnership has become one of the most important methods for delivery of public services and infrastructure today. Nevertheless, there appears to be a missing field in the literature on the interaction between two important factors - control and trust. The purpose of the inspection is to establish clear guidelines and procedures to ensure that the agreements are followed. On the other hand, trust contributes to an encouragement of cooperative behavior. For that reason, it will be necessary to find the right balance. This study thus seeks to understand the interaction between control and trust in a PPP.The data material was obtained through semi-structured interviews and contracts from a single case of a high school that has been used with PPP. The selection of informants was equally divided between public and private actors, which provided a basis for ensuring a holistic understanding. This also gave the opportunity to look for experiences and relationships as an important part of the trust functions of the collaboration. The contracts, on the other hand, gave a deeper insight into control functions through detailed obligations, incentives and mechanisms. By basing the data on the existing theory of the principal-agent theory, PPP, control and trust will form a basis for an analysis to answer the purpose of the study.
