dc.description.abstract | Helseplattformen is a new shared electronic health record system developed to achieve
the national vision of "One citizen - one record". This master’s thesis focuses on the
implementation of Helseplattformen in Trondheim municipality, with a specific emphasis
on change agents in the implementation process. The thesis is a research contribution
that investigates the following thesis question:
“How has the implementation process of Helseplattformen been carried out in Trondheim
municipality, and what role have superusers played in the change process? ”
To answer the thesis question, a qualitative study was conducted using semi-structured
in-depth interviews to gather primary data. The data material is based on statements
from nine informants in two different departments within Trondheim municipality. Findings from the interview process, along with theories on change management, change
capacity, technology acceptance, organizational culture, and change agents, are used to
discuss the problem at hand and provide a conclusion.
The study indicates that the introduction of Helseplattformen has faced some initial
challenges. The training prior to GoLive was quite general, and the system did not look
the same when they started using it. Therefore, a significant amount of time was spent on
learning the system initially, which the management facilitated. Clear leadership has contributed to motivated employees, a culture for sharing experiences, and created psychological safety to make mistakes and learn from them.
In addition, superusers have been a success factor in the change process in Trondheim
municipality. Initially intended to provide technical assistance in using Helseplattformen,
they have evolved into a hybrid role that also involves developing internal procedures and
improving the system through interaction with Helseplattformen AS.
