Bærekraftige byrom igjennom en rettferdig planleggingsprosess

Abstract

Trondheim kommune er i befolkningsvekst. Lade, en bydel i Trondheim, er et område hvor man i dag finner en stor mengde fortettings-prosjekter. I dette masterprosjektet vil jeg diskutere om, i hvor stor grad reguleringsplanleggingen som skjer på Lade i dag kan: gi bærekraftige byrom igjennom en rettferdig planleggingsprosess. For å gjøre dette, støtter jeg meg på moderne byplanleggingsteori, og en tematisk analyse av intervju og reguleringsplaner for området. Teorien er avgrenset til bærekraftig byutvikling, kompakt byplanlegging, og kommunikativ byplanlegging. Så videre avgrenset til 4 prinsipper for bærekraftige byrom: Tetthet & utnyttelsesgrad, Tilgang & mobilitet, Form & motstandsdyktighet, Mangfold & diversitet. I prosjektet kommer jeg frem til at de pågående reguleringsplanene på Lade kan sies å være bærekraftige i noen aspekter, og ikke bærekraftige i andre. Og at planleggingsprosessen ikke kan beskrives som å være rettferdig.

Trondheim municipality is experiencing population growth. Lade, a suburb in Trondheim, is an area with many densification projects. In this master's project, I will discuss to what extent the zoning planning that takes place at Lade today can: provide sustainable urban spaces through a fair planning process. To do this, I rely on modern urban planning theory, and a thematic analysis of interviews and zoning plans for the area. The theory is limited to sustainable urban development, compact urban planning, and communicative urban planning. Then further narrowed down to 4 principles for sustainable urban spaces: Density & degree of utilization, Access & mobility, Form & resilience, Variety & diversity. In the project, I arrive at the conclusion that the ongoing zoning plans at Lade can be said to be sustainable in some respects, and not sustainable in others. And that the planning process cannot be described as fair.
