dc.description.abstract | Koronapandemien har bidratt til en mer digital offentlig sektor. Ifølge
digitaliseringsstrategien (Kommunal og moderniseringsdepartementet, 2019)
er målet med digitalisering av de offentlige sektorer å effektivisere ressursbruk og gjøre
brukerens hverdag mye enklere. Nav satser tungt på de digitale løsninger for å frigjøre mest
mulig ressurser til de som trenger mest behov. Digital aktivitetsplan ble lansert i 2017 hvor
brukermedvirkning fremstår som sentralt mål.
Tema for denne oppgaven handler om hvordan digitalisering påvirker interaksjon mellom
brukere og veiledere. Oppgavens problemstilling avgrenses til å finne ut om digitalisering av
aktivitetsplan førte til økt brukermedvirkning. Gjennom oppgaven blir digital aktivitetsplan
analysert i lys av teori ved å anvende Arnsteins (1969) stige om grader av medvirkning for å
undersøke i hvilken grad brukere har innflytelse på utforming av sin egen aktivitetsplan. I
oppgaven skal det også avklares hvilke muligheter og begrensninger digital aktivitetsplan har
gitt brukere i medvirkning.
Oppgaven er basert på allerede eksisterende forskning og relevant litteratur på området ved å
søke på ulike digitale databaser. Oppgavens konklusjon er at aktivitetsplan har både positive
og negative konsekvenser knyttet til brukermedvirkning. På den ene siden indikerer funnene
på at aktivitetsplan bidrar med å styrke brukermedvirkning blant kompetente brukere.
Aktivitetsplan kan på andre side hemme brukermedvirkning for vanskeligstilte brukergrupper
blant annet brukere med lav digital habitus, helseutfordringer, lav motivasjon og dårlig
norskkunnskaper. | |
dc.description.abstract | The Covid-19 crisis has contributed to accelerate digitalization in the Norwegian public
services. According to digitalization strategy for the public service (The Ministry of Local
Government and Modernisation, 2019) the main goal of digital transformation is to use the
resources effectively and make life much easier for receivers of benefits. Norwegian Labour
and Welfare Administration invests heavily in digital solutions to free up as many resources
as possible for those who need most help. The digital activity plan was launched in 2017,
with users’ participation as the major goal.
The aim of this study is to explore digitalization effects on interaction between benefits users
and counsellors. The issue this study attempts to tackle is limited to finding out whether
digitalization of the activity plan led to increased users’ participation. The digital activity plan
is analyzed in the light of Sherry Arnstein's model “Ladder of Citizen Participation” to
examine levels of participation the users have on their own activity plan. This study also
clarified the opportunities and limitations the digital activity plan has given users in their
participation.
The study is based on already existing research and relevant material found in various
databases. The conclusion is that the activity plan has both positive and negative
consequences related to participation. On the one hand, the results indicate that the activity
plan contributes to increase participation among competent users. Activity plans, on the other
hand, can inhibit participation for vulnerable groups, including users with a low digital
habitus, health challenges, low motivation, and users with language challenges. | |
