Funksjonshemmedes overgang fra ung til voksen - kommunale koordinatorers erfaringer

Abstract

Denne masteroppgaven ser nærmere på overgangen fra ung til voksen hos mennesker med funksjonsnedsettelser. Denne studien fokuserer på perspektivet til kommunale koordinatorer og deres erfaringer. Problemstillingen for studien er hvilke erfaringer har kommunale koordinatorer med arbeidet rundt unge funksjonshemmede sin overgang til voksenlivet. Studien er basert på fem individuelle intervju med kommunale koordinatorer fra en stor kommune i Norge. Masteroppgaven består av en empirisk artikkel og tilhørende kappe. Funnene i studien er delt i tre. Første funn tar for seg koordinatorenes varierte arbeidsmetoder og forskjellene dem imellom. Andre funn tar for seg det koordinatorene erfarer letter arbeidet med overgangen fra ung til voksen. Tredje funn tar for seg det koordinatorene erfarer vanskeliggjør arbeidet med overgangen fra ung til voksen. Studiens funn blir diskutert i lys av Lipskys (2010) teori om bakkebyråkrati og hvilke dilemmaer koordinatorene som bakkebyråkrater står ovenfor. Konklusjonen er at det er ulike erfaringer og dilemmaer som kommunale koordinatorer beskriver. Det er ingen overførbarhet til allmenne forhold, men er interessante for å forske videre på temaet.

This master thesis takes a closer look at the transition from youth to adult for people with disabilities. This study focuses on the perspective of municipal coordinators and their experiences with the transition from youth to adult. The issues for the study are what experiences do municipal coordinators have with the work with young disabled people transitioning to adulthood. The study is based on five individual interviews with municipal coordinators from a large municipality in Norway. The master thesis consists of an empirical article and an overview of the master thesis. There are three main findings in this study. The first finding addresses the coordinators' varied working methods and the differences between them. The second finding addresses what the coordinators experience facilitates the work with the transition from young to adult. Third, finding address what the coordinators experience makes it difficult to work with the transition from youth to adult. The findings in the study are discussed in the light of Lipsky's (2010) theory of street-level bureaucracy and the dilemmas that the coordinators as street-level bureaucrats face. The findings shows that there are different experiences and dilemmas that municipal coordinators describe. There is no transferability to general conditions, but the findings are interesting for further research on the topic.
