Sammendrag
Bygge- og anleggsbransjen står for store nasjonale klimagassutslipp. Norge har forpliktetseg utover parisavtalen til å redusere utslippene med 50-55%, sammenlignet med nivåenei 1990. For å nå disse målene må utslippene kuttes, og fremtidens bygge- oganleggsplasser må bli utslippsfrie. Flere norske storbyer har skrevet under på en fellesstorbyerklæring, hvor de går sammen om at kommunenes bygge- og anleggsprosjekterskal være utslippsfrie innen 2025.
Norconsult er rådgivere i alle ledd av plan- og byggefasen, og har et ønske om å heve sittkompetansenivå på dette området. Denne rapporten skal undersøke hvordan en kangjennomføre et bygge- og anleggsprosjekt utslippsfritt, samt peke på hvilke utfordringersom oppstår og hvilke løsninger som finnes. Gjennom intervjuer av blant annetbyggherrer, entreprenører, nettselskaper og maskinleverandører samles erfaringer ogsynspunkter fra de forskjellige partene.
Utslippsfrie bygge- og anleggsplasser skaper nye utfordringer. Markedet for utslippsfrieanleggsmaskiner er for øyeblikket lite, og består i stor grad av elektriske anleggsmaskinersom har et høyt effektbehov. Dette skaper utfordringer med å få levert nok effekt frastrømnettet. I tillegg er det knyttet store investeringskostnader til innkjøp avutslippsfrie anleggsmaskiner.
Gjennom undersøkelser og intervjuer ble det konkludert med at det er mulig ågjennomføre bygge- og anleggsplasser utslippsfritt. Elektriske anleggsmaskiner vil spilleen stor rolle, og planlegging av strømtilførselen til maskinene bør gjøres så tidlig sommulig. For å gjennomføre et prosjekt utslippsfritt, kreves det tydelige krav ianbudsdokumenter fra byggeherre. Alle partene må involveres tidlig i planleggingsfasen,og samarbeid mellom dem er en forutsetning for å gjennomføre et slikt prosjekt. The construction industry is responsible for a subststantial amount of greenhouse gasemissions. Norway has made an obligation exceeding the Paris Agreement to reduce theemissions by 50-55 % compared to the levels in 1990. To reach these goals, the emissionsmust be reduced, and the construction sites of the future must be completely emissionfree. A great deal of Norwegian cities have united and signed a declaration, stating thatthe construction cites in the municipalities will be emission free within 2025. Thedeclaration is called "Storbyerklæringen".
Norconsult is an advisor in every aspect of the plan- and contruction phase and haveambitions to increase their level of knowledge in the field. This report will examine howa construction site can be carried out completely emission free, while pinpointing thechallenges that might occur, as well as the solutions that will be unveiled. Byconducting interviews of contractors, power companies, mobile battery suppliers andmachine producers the group has gathered experiences and perspectives from the trade.
Zero emission construcion sites creates new challenges. The market for zero emissionheavy machines is limited at the moment, and consist largely of electrical machines withhigh power requirements. This creates challenges for the electrical grid to deliver enoughpower to the construction sites. In addition to this, there is a considerable cost ofinvestment attached to acquiring new zero emission machines.
It was concluded through thorough studies and interviews that it is possible for aconstruction site to be emission free. Electrical machines will play an important part,and the planning of the power supply for the machines must be conducted at an earlystage in the engineering process. For a project to be carried out emission free, there hasto be distinct demands in the tender document carried out by the construction client.All parts must be involved early in the planning phase, and the cooperation betweenthem is a prerequisite for a project like this to be carried out.
