Fra tilpasning til medlemskap: En innholdsanalyse av Kaci Kullmann Five og Gro Harlem Brundtlands parlamentariske diskurs i perioden 1988-1992.

Abstract

Denne oppgaven søker å bringe frem ny kunnskap om ja-siden i norsk Europadebatt. Dette gjør den ved å ta for seg en innholdsanalyse av parlamentarisk diskurs. Mer presist er det en oppgave som sammenligner den proeuropeiske diskursen til to helt sentrale aktører, Gro Harlem Brundtland (Ap) og Kaci Kullmann Five (H), i prosessen som ledet opp til Norges siste EU-søknad i 1994. Hensikten med undersøkelsen er å identifisere likheter og forskjeller i måten de to politikerne argumenterte for et tettere norsk forhold til EU på. Dette gjør den med hold i tre debatter som markerer viktige milepæler i norsk EU-politikk. Forskningsspørsmålet denne oppgaven vil undersøke er: Hvordan begrunnet de to partilederne Gro Harlem Brundtland og Kaci Kullmann Five behovet for tilnærming og tilpasning til EU/EF? Oppgaven skal også undersøke hvordan denne diskursen varierte, mellom de to partilederne, og over tid. Det teoretiske grunnlaget til undersøkelsen er den amerikanske statsviteren Vivien Schmidt sin teori om diskursiv institusjonalisme. Dette er en teori, som sagt enkelt, går ut på at språk betyr noe. Schmidt skiller mellom normativ og pragmatisk diskurs. Teorien tilbyr også et metodologisk rammeverk for å analysere og kategorisere politisk diskurs. Sådan foretar oppgaven en diskursanalyse av forhandlinger i stortinget i perioden 1988-1992, og bruker kategoriene til å sortere utsagnene. Til slutt trekker oppgaven inn funn fra analysen i diskursjonen for å se etter mønster mellom aktørene og debattene. Her diskuteres også eventuelle fortolkninger av debattene. Hovedfunnene i oppgaven viser (1) at det er et mønster i diskursen aktørene førte og (2) en økende konvergens mellom aktørene over tid.

This thesis seeks to bring forth new knowledge of the pro-European side of the EU-debate in Norway. This will be conducted by analysing parliamentary discourse. In essence, the thesis compares the pro-European discourse of two important politicians, Gro Harlem Brundtland (Conservative party) and Kaci Kullmann Five (Labour party), in the process leading up to Norway’s last application for membership in the EC. The purpose of this study is to identify similarities and differences in the way the two politicians argued for closer cooperation with the EU. The data material are parliamentary debates that represent three milestones in Norway`s EU-debate. Therefore, the research question in this essay is: How did the party leaders Gro Harlem Brundtland and Kaci Kullmann Five argue the need for closer attachment and adaption to the EU/EC? In addition to this, the underlying research question is how the discourse varied between the two actors over time. The theoretical fundament for the study is the political scientist Vivien Schmidt’s theory of discursive institutionalism. This is a theory that defines language as consequential. Schmidt differentiates between normative and pragmatic discourse. In addition, the theory proposes a methodological framework to analyse and categorize political discourse. As such, the thesis performs a discourse analysis of the negotiations in the Norwegian parliament in the period between 1988 to 1992. To conduct this study, Schmidt’s categories is used to classify the arguments. Finally, the discussion draws upon the findings in the analysis to identify patterns and continuity between the two politicians over time. Additionally, the discussion argues whether there are any interpretations of the data that affect this pattern. The main findings in the study are that (1) there is a pattern in the discourse the two used and (2) there is an increasing convergence between them over time.
