Hva bestemmer lønn i Trondheim kommune? Har det betydning at kommunen må forholde seg til en gitt ramme eller kan kommunen påvirke rammen ved å endre gebyrer?

Abstract

Denne oppgaven er skrevet i samarbeid med Trondheim kommune. I den forbindelse er det gjort en undersøkelse på hva som bestemmer lønn i Trondheim kommune, og om gebyrer har en effekt på lønnsrammen. For undersøkelsen er datamaterialet tilsendt av kommunen. Ved hjelp av OLS er det utført en bivariat og multivariat regresjon for å se på sammenhengen mellom lønnsnivå og forklaringsvariabler som lønnsdannelseskode, ansiennitet og stillingsprosent. Konklusjonen er at ansiennitet og stillingsprosent er bestemmende for lønnsnivået. I tillegg viser analysen at gebyrer har en effekt på lønnsrammen. Analysen viser at disse tre faktorene som nevnt forklarer cirka 86% av lønnen.

This paper is prepared in collaboration with Trondheim municipality which has provided the necessary data for the study. The paper examines various factors that can explain the wage level as length of service and percentage of full-time employment. In addition, the report examines the role of payment fees on the wage level in sectors where such fees are applied as a source of financing municipal activities. A bivariate and multiple regression model is applied using OLS to study the impact on wages of the variables mentioned. Based on a description of how wages in the municipality are determined the most important factors are length of service and percentage of full-time employment. It is also examined whether payment fees play a role to explain the wage level. The study finds that length of service and percentage of full-time employment are factors that has a positive impact on wages. In addition, the calculations show that payment fees for municipal services will influence the wage level. Taking the three factors mentioned into account about 86% of the wage level is explained by these factors.
