Nasjonal Samling i Dovre og Vadsø

Abstract

Denne oppgaven beskriver utviklingen til Nasjonal Samling som ett parti i kommunene Dovre og Vadsø, med bakgrunn på mellomkrigstidens politiske og økonomiske problemer. Problemstillingen er «hvorfor var det så stor NS støtte i Vadsø og i Dovre? Hva var det som skilte de to kommunene fra hverandre, og hva var likt? Hva var det som skilte disse kommunene fra den nasjonale trenden innenfor NS oppslutting?». Oppgaven starter med å gi en konsis beskrivelse av mellomkrigstiden, og nasjonal samling som ett parti på nasjonal basis. Deretter går oppgaven i dybden på kommunene Dovre og Vadsø. Oppgaven beskriver de unike økonomiske problemene som kommunene hadde på tiden, sammen med de generelle som mellomkrigstiden skapte. Bøndene i Dovre sitt store behov av arbeidskraft som ble truet av utflytting og konkurranse i forhold til utbyggingen av Dovrebanen skapte stor misnøye i kommunen. I Vadsø var det slutten på Pomorhandel og forbudstiden som skapte særstilte økonomiske problemer i kommunen. Deretter blir de politiske forholdene beskrevet, i tanke på motstand mot kommunisme i kommunene. Bondepartiet stod sterkt i Dovre, og etter kriseforliket med arbeiderpartiet i 1935, mistet mange troen på partiet. De trengte et nytt parti til å stå imot kommunismen, og her passer NS inn. Hos Vadsø var avviklingen av Pomorhandel, som skyltes den russiske revolusjon og da Sovjetunionen, en sterk faktor i anti kommunismen i kommunen. Faktorer som vinterkrigen mellom Finland og Sovjetunionen påvirket begge kommunene. Videre ser vi at propaganda var sterk i begge kommunene. Dovre hadde en tidligere ordfører som forkjemper for NS, samt et suksessrikt NS-stevne i kommunen med over 1000 deltakere. I Vadsø var det en høyere stilt avis som ofte viste sympati for både NS, og de fascistiske kreftene i Europa som en helhet. Dette kunne være med på å påvirke begge kommunene sterkt. I kommunene var det også mange tyske styrker. Dovre hadde seks til åtte tusen tyske soldater til enhver tid, mens Vadsø hadde to til tre tusen. Sammenlignet med Nasjonal Samling sine medlemmer på nasjonal basis, så passet motivene rundt økonomi, kommunisme og propaganda godt, men om de tyske styrkene var mindre viktig nasjonalt sett. Oppgaven konkluderer med at anti-kommunisme, unike økonomiske situasjoner og propaganda var viktig for NS sin utvikling i kommunene og på nasjonal basis, mens de tyske styrkene var et særpreg for utviklingen i kommunene selv. Oppgaven utnytter tidligere forskning og statistikk til å gi en kvalitativ gjengivelse av mellomkrigstiden, og NS nasjonalt og i kommunene. Deretter utnytter man en kvantitativ analyse av demografien i kommunene, der man ender med en komparativ metode for å sammenligne alle delene med hverandre.

This assignment describes the development of Nasjonal Samling as a political party in the two municipalities Dover and Vadsø, with a background in the political and economic issues of the interwar period. The question this text will try to answer is: “Why was NS so popular in Vadsø and Dovre? What were the differences and similarities between them? Were there differences between the national trend and these municipalities?”. The assignment starts with a description of the inter war period and NS as a political party. Afterwards it describes different factors in Dovre and Vadsø which could lead to NS development. The first point is the unique economic problems which both municipalities experienced in the period. The farmers of Dovre were dependent of outsourced labor, and when faced with competition from the construction of Dovrebanen and emigration, became discontent with the situation. In Vadsø they experienced the prohibition period and the liquidation of the “Pomorhandel”, which affected them greatly. It then continues to describe the political landscape of the municipalities, with a focus on the opposition of communism. In Dovre they used Bondepartiet to fight communism, but when they went in a co-operative government with Arbeiderpartiet, Dovre felt the need for a new party, which was NS. In Vadsø the liquidation of the “Pomorhandel” by the Soviet Union brought a great distaste for communism. The winter war between Finland and the Soviet Union also brought distaste for communism in both municipalities. Propaganda also played a role in both municipalities. After the co-operative government between Arbeiderpartiet and Bondepartiet, Dovre arranged for a big NS gathering, by a previous mayor, which brought a good light to NS. In Vadsø there was a right-wing paper which sympathized with both NS and European fascism and wrote several positive articles of the subjects. Both municipalities also had a great concentration of German soldiers, where Dovre had between six and eight thousand present at any time, and Vadsø had between two and three thousand. If we compare these findings to a survey of NS members after the war, the factors of economy, distaste of communism and propaganda all fit well to the national trend. The presence and impact of the German soldiers, however, seems to be more of a unique situation of the municipalities. The conclusion is that Vadsø and Dovre have similar the development of NS compared to each other and Norway as a whole, with the role of the German soldier’s as something which mostly Vadsø and Dovre shares. This assignment used both qualitative methods to describe the situation of the interwar period, NS, Vadsø and Dovre. It uses a quantitative method to analyze national and municipal numbers, which ends on a comparative method between Vadsø, Dovre and the national trend.
