Arbeidslinja-politikkens virkemidler: Betydning av arbeidslinja for personer med nedsatt funksjonsevne.

Abstract

Problemstillingen i denne oppgaven er: «Hvordan har arbeidslinje-politikken fungert som et virkemiddel for personer med funksjonsnedsettelse som står utenfor arbeidslivet? Dette er en litteraturstudie hvor hensikten er å få en større forståelse for temaet ved å henvende seg til den tilgjengelige forskningen og litteraturen. Denne gjennomgangen av litteraturen om arbeidslinja-politikken og forskningen har resultert i et sett av perspektiver, synspunkter og funn om arbeidslinja både som en begrunnelse og barriere for å inkludere mennesker med nedsatt funksjonsevne i arbeidslivet. Det ble vist at de fleste mennesker med nedsatt funksjonsevne står utenfor arbeidslivet, og at arbeidslinja-politikken har betydelige utfordringer med å inkludere denne gruppen i arbeidslivet. Videre i oppgaven ble det drøftet at dette kan skyldes arbeidsgivernes holdninger mot mennesker med nedsatt funksjonsevne, og arbeidslinjas manglende målrettede tiltak som kan sørge for inkluderingen av denne gruppen. Det er redegjort og påpekt et sett av alternative tiltak and andre framgangsmåter for dem som opplever at arbeidslinja-politikken ikke er til støtte for deres arbeidsinkludering.

The research question for this thesis is: “How has the national employment policy functioned as an instrument for persons with disabilities that aren’t included in the labor market? This thesis adopts a literary study, where the main objective is to maintain a broader understanding of the research question and the overall theme by referring to existing literature and research. This assessment of the existing literature and research regarding the national employment policy has contributed to define a set of perspectives, viewpoints, and findings as both a justification and a barrier for including people with disabilities in the labor market. Furthermore, this thesis has demonstrated that most of the people with disabilities aren’t employed, and the national employment policy has severe challenges related to include the people with disabilities in the labor market. This paper highlights employers’ notions, attitude, and unwillingness to employ people with disabilities, and the national employment policy’s lack of goal-oriented measures as the possible explanations for why most of the people with disabilities don’t have ordinary jobs. At the end, this thesis operates with some alternative methods and measures that may be more suitable for those who experience that the national employment policy hasn’t supported their chances to obtain ordinary employment.
