The development of common European balancing platforms is part of the pan-European integration of internal electricity markets decided by ENTSO-E. The implementation aims to accumulate resources and to maximize social welfare. Since the activation of bids for balancing purposes must not endanger system security, it is necessary to ensure that bids which may cause internal congestions are not made available to the common European platform. This paper presents a method that evaluates the availability of bids for the balancing platforms considering internal congestions. The method takes into account that the location of the request for balancing energy varies and thus different power flow situations can be faced. The concept is verified by a case study based on historic data. The paper outlines congestion management challenges that must be solved during the implementation of the common balancing platforms.
